Seeking Building Project Manager to perform complex project management specialist and contract administration work for building projects in the Operations Support Division. Work involves planning, initiating and managing building projects at various levels of completions; monitoring the progress and schedule of projects; communicating with project stakeholders and management; and managing the contracts. Carries out administrative duties relating to contracts for the building. Essential Responsibilities include, but are not limited to: Act as the main liaison for complex and multi-million dollar property projects at the ERS 1836 building, responsible for managing tenant coordination, contracts, build-outs, improvements, and procurement tasks; collaborates closely with the property management team to ensure seamless execution of projects. Develops and reviews project budgets, detailed project cost estimates, schedules, work plans, estimates work hours, materials, and resources required for projects. Develops the specifications and scope of work for all design, remodeling and construction projects. Solicits bids for design and construction projects and participates in the selection of contractors. Reviews and recommends proposals and bids. Ensure that projects are designed and built to requirements and specifications established by construction drawings, building codes, ERS standards and customer specifications. Prepares and delivers reports, summaries and project status communications. Oversees the operations and activities of monitoring contract performance, including developing and tracking key metrics. Oversees project progress, punch and close-out. Serves as the principal contract liaison between agency management, contractors, Legislative entities (e.g. LBB), and other customers for reporting and various adhoc or routine requests. Maintain detailed and organized files which will include contract, all correspondence, changes/deviations, amendments, clarifications, and payment schedules. Provides support to HUB contractors. Notifies occupants of work that may impact shared space. Attends and participates as subject matter expert in project, construction, team or management meetings. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them. Serves as principal ERS Operations Staff liaison for ERS 1836 San Jacinto occupants. Works as the agency liaison with the property management company for the 1836 San Jacinto building. Oversees the procurement of third party contractors for the 1836 San Jacinto building by the property management company under ERS approved procurement process. Develops and executes procurement of third party contractors under ERS approved procurement process. May develop and administer operating budget. May assist with development of 1836 San Jacinto budget and oversee the corresponding audit activities. Provides input on or prepares the budget; recommends budget allocations for proposed contract agreements; arranges, monitors, and reviews budget allocations with management; and provides budget forecast and proposes alternatives. May identify or forecast cost savings for initial contract, extensions, and amendments compared to previous contract. Required Minimum Qualifications: Your application for employment must reflect how you meet each of the follo ing minimum qualifications: 1) Graduation from an accredited four-year college or university in project management, business, finance or similarly related major. Each year of related experience over the minimum required may be substituted for one year (30 semester hours) of required college credit. 2) Three (3) years of experience in property or project management. 3) Three (3) years of experience in contract development or management. Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications: 4) Two (2) years of experience in Texas state procurement and processes. 5) Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) Certification. Special Requirement: Certification as a Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD). Individuals who do not have these certifications must obtain them within twelve (12) months of hire date. Must maintain valid certifications for continued employment in position.
