The Division of Parks & Trails is currently seeking an Integrated Division Services Program Administrator. The focus of this position will be to enhance the organizational health and effectiveness of the division by providing project consulting; recruitment, training and development, project management and analysis that supports work planning and contributes to a healthy and engaged workforce. This position will serve as an organizational health expert and resource for the division.

Job responsibilities include, but are not limited to:

  • Statewide Initiatives Management and Evaluation: Provide leadership and initiative/project management expertise and guidance to ensure that the division’s decision-making protocols, work planning, operational processes, and internal communication strategies are supported and well documented through continuous improvement.

  • Workforce Planning, Recruitment and Development: Create and oversee the implementation of a workforce frameworkto ensure staff skills and talents are optimally deployed when and where they are needed.Such as a statewide plan for recruitment and retention; workforce data analysis; develop a network; identify staffing needs and challenges; create Parks & Trails employee orientation and training.

  • Continuous Improvement, Work Planning and Accountability: Continuous Improvement. Augment the continuous improvement (CI) capacity of the Management and Planning Team, to ensure sufficient staff resources to manage Divisional CI needs and projects. Provide leadership, resources, and support to the DLT to continuously improve organizational health and efficiencyby assisting in the implementation of interventions and building capacity for results-based accountability.

  • Inclusion, Diversity, Equity and Accessibility: Oversee and coordinate Division programs to increase cultural diversity and staff cultural competence, so that the objectives of its Equity Strategic Action Plan (ESAP) are achieved through enhanced staff expertise and improved customer relationships with external stakeholders and partners.

Minimum Qualifications

  • Three years of experience working with project management/ planning including facilitating meetings, coordinating and tracking activities, managing processes, and analyzing data. A Bachelor's degree in human resources, communication, education, public/ policy affairs, business administration, training and development, organizational development, organizational psychology or closely related field may substitute for one year of experience.

  • Effectiveness in prioritizing and managing multiple tasks and projects simultaneously.

  • Demonstrated success in developing measurement tools, analyzing data and interpreting results to communicate findings and make recommendations to management.

  • Ability to assist in the implementation of management decisions.

  • Project management skills sufficient to communicate, organize, and manage projects.

  • Attention to detail and the ability to accurately enter and maintain data.

  • Skills in using MS Office products such as Word, Excel and PowerPoint.

  • Excellent communication skills to carry out daily responsibilities.

  • Ability to work with leadership and business partners as an in-house consultant, identifying effective solutions to meet a variety of employee development needs and requirements.

  • Excellent team facilitation skills; knowledge of team dynamics and development.

  • Leadership skills sufficient to motivate people and obtain program commitment from area personnel.

  • Conflict resolution skills sufficient to negotiate, resolve issues, read situations and settle disputes equitably by common ground and cooperation.

Preferred Qualifications

  • Bachelor's degree as indicated above.

  • Knowledge of DNR programs, policies and procedures.

  • Experience in workforce planning including employee onboarding, succession planning or mentor programs

  • Experience in the development and implementation of employee engagement activities, team building exercises, surveys and follow up.

  • Knowledge of adult learning, training, and assessment.

  • Experience with project management tools and resources such as group facilitation, RACI diagram, decision matrix, force field analysis etc.

  • Experience with diversity, inclusion and equity programs.

  • Experience conducting data collection to monitor progress on performance measures including analyzing and reporting results.

  • Working knowledge of the principals of results based accountability.

Additional Requirements

This position requires an unrestricted Class D Driver's License with a clear driving record.
