Major Responsibilities:

Reporting to the Director of Governance and Corporate Strategy, the Senior Corporate Management and Policy Consultant will:

  • Lead complex projects and government-wide initiatives on behalf of the City Manager, related to the City's policy and legislative priorities, strategic planning, governance oversight, government leadership and strategic advice, corporate performance management, corporate civic engagement, agency and corporation relations and governance, and policy.

  • Coordinate and provide oversight for major cross-cutting initiatives that may involve multiple City divisions, City agencies and corporations, and/or other governments and partners.

  • Conduct analysis and develop professional and objective strategic policy advice, comprehensive staff reports, presentations and discussion papers, and briefings for the City Manager, senior officials, the Mayor's Office, Committees of Council, and City Council.

  • Identify governance and policy options related to processes, structures, and management practices, and recommend changes to support management functions and improve efficiency, effectiveness, and accountability.

  • Manage strategic and effective relations with City Divisions, City agencies and corporations, other governments, public agencies and partners.

  • Identify emerging issues pertaining to the City's multiple governance systems and structures including City Council, Council bodies and committees, City agencies and corporations, the City's administration, operations and accountability framework.

  • Develop analysis and recommendations for the City on administrative and governance changes as an outcome of legislative change, Council or senior leadership direction and recommend appropriate new governance models, new policies or amendments for the City.

  • Lead multi-disciplinary project teams and work groups, applying proven project management methodologies including comprehensive work plans, deliverables, and management of budgets.

  • Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance.

  • Develop terms of reference, requests for proposals and manage external consultants to ensure contractual obligations are met.

Key Qualifications:

  1. Post-secondary education or training in public policy, planning, social science, economics, business or public administration or a related field or the approved equivalent combination of education and/or related experience.

  2. Considerable experience in managing large and complex projects, or strategic and operational reviews within a major public or private sector organization.

  3. Considerable experience in policy research, analysis and development in fields related to governance, finance, strategic planning, service delivery efficiency and effectiveness, intergovernmental relations and/or the operations, services structures, policies and performance management of major government organizations.

  4. Considerable experience writing reports, briefings and policy papers for senior management and elected officials that include strategic advice and recommendations on confidential and sensitive issues.

  5. Extensive experience fostering relationships with stakeholders at the senior executive, political and / or community leadership level, with excellent ability to develop and maintain whole of government relationships including with external organizations.

  6. Ability to effectively lead project staff teams across multiple divisions, agencies, external organizations and partners, applying project management methodologies.

  7. Extensive knowledge of the City's legislative, governance, operating and accountability frameworks and decision-making processes. a. Highly developed communications skills, both orally and in writing, at all organizational levels.

  8. Highly developed interpersonal skills and demonstrated proficiency in issues resolution and issues and risk management in complex, multi-stakeholder and political situations.

  9. Excellent strategic, analytical and conceptual thinking skills. Sound judgement and ability to handle matters of a sensitive and confidential nature.
