Lead

Strategic Planning Manager

(Senior

)

to support our Navy customer in

Washington, D.C

.

Essential job functions will include but may not be limited to:

  • Monitoring, reviewing, and assessing changes in DoD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives, as well as coordinating with leadership in recommending and establishing strategic goals and objectives.
  • Drafting policy and leadership correspondence associated with strategic direction and guidance.
  • Assessing performance against business standards and plan objectives, as well as establishing and maintaining the tools used to report performance.
  • Assisting in managing and implementing an internal controls process to ensure compliance with Federal, DoD, DON, and NAVSEA statutes, policies, and guidance.
  • Conducting detailed technical analysis of shipbuilding industrial base issues.
  • Providing recommendations on effective performance measures and technical standards associated with shipbuilding, conversion, and repair activities.
  • Applying and implementing a proven, quantitative approach to analyzing culture and recommending initiatives to establish a more effective and efficient culture.
  • Administering assessments of both the organization as a whole and individual personnel, then analyzing assessment data to determine the current organizational culture and making recommendations for the future.
  • Coordinating and/or executing training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques. Recommends policy guidance as necessary to institutionalize the principles of CPI and TOC.
  • Interfacing with program management offices to identify, document, and replicate best practices. Leading strategic planning-related support at the PEO and Program Office levels while interacting with senior Military and Civilian leaders and managers (Flag Officer / SES Rank) personnel. Supervising immediate support contractor staff to meet contractual requirements.

Required Experience and Qualifications

:

  • Ten (10) or more years of experience in the areas of strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and/or business transformation efforts supporting the Department of Defense (DoD).
  • At least 10 years DoD/Navy program management, Industry business management, operations research analysis, or financial/cost analysis experience. At least ten years' experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
  • At least five years' experience communicating with SES/Flag level personnel.
  • In addition: 1) Excellent interpersonal and communication skills, advanced problem-solving skills, and coordination and planning abilities are required 2) Experience in use of MS Office tools (Excel, PowerPoint, Word)

Education Requirement/Required Years of Experience:

  • A. or B.S. degree in related field, or seven of 10 years of experience was gained due to in-depth experience and specialized knowledge in the related field.

Preferred Experience:

  • Masters' degree in a related field and/or related Professional certifications, such as Project Management Professional (PMP).

Clearance Requirement(s):

  • Candida es for this position must be eligible to obtain/maintain a U.S. DoD Top Secret/SCI level security clearance; Candidates with a current TS/SCI clearance preferred.
