U.S. Army Communications Electronics Command Program Analyst in Aberdeen Proving Ground, Maryland

Summary About the Position: Serves as Program Analyst for HQ CECOM, DCS Operations and Integration G3/5, Office of the G3/5 Operations Division (ED), located at Aberdeen Proving Ground, MD. The employee will work in the Directorate Strategic Plans and Programs, G3/5, Operations and Plans, coordinating, integrating and synchronizing actions supporting the successful execution of current and future operations across CECOM and the C4ISR materiel enterprise. Responsibilities Serve as the Analyst/Action Officer and subject matter expert for assigned mission areas, focusing and identifying impacts, challenges and solutions for CECOM and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) equities. Conduct comprehensive, complex analyses where the boundaries are extremely broad and difficult to determine in advance. Plan, organize and direct an Integrated Product Teams (IPT) with input and support from other analysts and subject-matter specialists. Assign tasks to Integrated Product Teams (IPT) members. Make formal and informal presentations that outline the history, current status and activities of assigned responsibilities. Use judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance. Provide management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes:1) Analyzing major strategic and operational aspects of complex regulatory, administrative and mission-oriented programs; 2) Applying program evaluation techniques to provide mission analysis, effects-based planning and concept of support assessments. 3)Managing multiple concurrent projects by leading Integrated Product Teams (IPTs) to deliver product on time to management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02.GS-11).
