Native American Technology Corporation Facilities Management General Engineer in Aberdeen, South Dakota

The General Engineer will provide Facilities Project Assistance for the Bureau of Indian Affairs, Great Plains Region.

Extensive travel will be required in North Dakota, South Dakota, and Nebraska.

This position will be a temporary position for a period of approximately 10 months with possibility of extending to a 1-year term.

Duties and Responsibilities:

  • Provide technical assistance/expertise to the Agency Superintendent and Facilities Staff who will provide direction and decision making on program elements. The technical assistance includes managing and developing annual and weekly programs of work; provides review and makes recommendations as assigned on completion of operations and maintenance work by others; assists in day-to-day communication with stakeholders and staff; coordinates regional efforts with GPR-DF (such as facilitating/reviewing the implementation of our strategic boiler program); and other similar activities.
  • Ensures the success of the Agency Facilities Programs by coordinating the development of goals and objectives that are consistent with and supportive of the strategic vision of the GPR-DF, reviewing and providing recommendations to regional staff for approving unit plans for Facilities Maintenance, Business Services, Grounds Services, and Custodial Services within the context of Facilities Managements goals and objectives, and evaluating progress toward their achievement.
  • Provides technical assistance to Agency staff in formulating and implementing an overall Facilities Maintenance program to comply with varying requirements and priorities for services and other service unit objectives in compliance with GPR-DF strategic plans and applicable national codes for BIA managed, funded, and/or owned facilities as assigned.
  • Facilitates and assists in preparing the Agencies Facilities Engineering Program Plans (through communication/collaboration with BIA staff and others) which include daily operations, maintenance and in-house projects.
  • Advises on the feasibility of alterations, modifications and/or new construction on existing facilities and for equipment replacement.
  • Responsible for assisting in conducting periodic facility inspections to identify safety, construction, operations, equipment and housing deficiencies.
  • Independently improvise temporary and permanent resolution to urgent issues and problems as approved by Regional Office staff.
  • Facilitates the development of an overall plan for needed repairs and renovations of Agency buildings and facilities, by analyzing the data from facilities audits, business systems database, understanding the impact of repairs and/or renovations on existing mechanical, electrical, structural, and related systems, and recommending the appropriate priorities for repairs and renovations. Assists with implementation/scheduling maintenance and repairs of facilities.
  • Assists in ensuring that an accurate Computer Maintenance Management System (Maximo/SandCAP) is maintained that records, stores, and retrieves repair, maintenance, and construction activities for all facilities on campus and ensures equipment and building systems are given proper maintenance through an effective preventative maintenance program to promote the longest possible life.
  • Works with others to help ensure that the conditions of plans and specifications on construction projects are met by contractors by observing progress being made in the field, reporting observations to those tasked to manage the project, and assisting with the review of any modifications that may be suggested during the construction of a project.
  • Assists in the preparation of appropriations request for maintenance and repair of existing buildings and facilities by developing data derived from facility audits that identify and prioritize repairs and renovations consistent with the master plans, identifying capital renewal projects which support the master plan, assessin staffing and funding levels required to maintain campus facilities, and making recommendations to the GPR-DF Chief.
  • Develops scopes of work and cost estimates for planning, design, and construction projects. Performs all facets of project management following GPR-DF procedures/requirements.
  • Contributes to the overall success of the Facilities programs by performing all other duties and responsibilities as assigned.
  • Develop reports, recommendations, and supporting documents for assigned tasks. Establish orderly project files consistent with BIA practices.
  • Utilizes BIA standard records management tools, processes, and other Federal requirements in assisting the Superintendent. Includes filing, archiving, and overall implementation of records management protocols and database management.
  • Assists in the development and training of BIA, BIE, and other staff in facility operations and maintenance program tasks and planning.

Required Qualifications:

  • Bachelors Degree or equivalent experience and at least 4 years of experience.
  • Certified Facility Manager, Licensed Professional Engineer, or similar is required.
  • Thorough knowledge of the fundamental facilities management principles, concepts and practices, which constitute the core of knowledge, required of the program acquired by training and extensive field experience.
  • Proven experience as a General Engineer (Facilities) or relevant position.
  • Well versed in technical/engineering and program management of operations and maintenance best practices.
  • Demonstrated skill in managing facilities projects including design, construction, Project Management, scope, schedule, and budget control.
  • Demonstrated skill in establishing effective interpersonal relationships, and negotiating with supervisors and managers, and contractors on complex and controversial matters in order to interpret information and develop projects, which define and serve BIA needs.
  • Knowledge of and ability to use and interpret established laws, statutes, ordinances, codes and standards, policies and regulations related to records management.
  • Understanding of institutional and commercial building systems particularly boilers/HVAC, accessibility, roof systems, electrical, plumbing, etc.
  • Ability to develop facility maintenance, repair, renovation, and construction cost estimates using RS Means cost guides.
  • Ability to develop facility maintenance, repair, renovation, and construction scopes of work (for design and construction) for acquiring contract services meeting Federal Government procurement requirements.
  • Knowledge of routine, predictive, and preventive maintenance processes to be developed and implemented by others.
  • Knowledge and understanding of methods and practices for developing work orders, workflow, and tracking maintenance requests to develop, implement, and facilitate use of system.
  • Knowledge and understanding of asset management methods and practices.
  • Knowledge of and ability to use and interpret established laws, statutes, ordinances, codes and standards, policies and regulations related to facility operations and maintenance, environmental remediation, health and safety, facilities renovation, construction, and/or demolition.
