U.S. Army Corps of Engineers Natural Resource Specialist (Ranger) in Ahsahka, Idaho

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Dworshak Dam and Reservoir, Ahsahka, ID, a multi-purpose hydropower project, with missions that include operation and maintenance of the facility for flood control, hydroelectric power generation, recreation and natural resources management. Responsibilities Performs a variety of assignments involving all aspects of project operations including natural resources, recreation, and wildlife habitat management with an emphasis on Geospatial Information Management. Works with the District GIS Coordinator and IT specialists to identify infrastructure requirements. Supports all sections of the Project with geospatial data collection, database design, data analysis and modeling, geospatial system management and development of geospatial policy and procedures. Coordinates input from other resource specialists and interdisciplinary teams to understand the interrelationships of the resource and other data. Determines type, amount and level of information required to perform analysis of management alternatives to meet project needs. Coordinates and/or assists in the short-range planning and execution of activities related to one or more of the following programs: recreation and park administration, shoreline management, forestry, fisheries and wildlife, etc. Participates in conservation, preservation, restoration, and use of project natural and cultural resources. Participates in the development of various planning documents including Master Plans and Operational Management Plans (OMP), for management of natural resources. Prepares documents and maps pertaining to easements, leasing and managing, licenses and other real estate instruments for project lands. Evaluates proposed real estate actions and performs outgrant inspections. Enforces Title 36 CFR by educating the visiting public on project purposes, conditions, policies, and regulations. Patrols project lands and waters to prevent unauthorized use, trespass, and destruction of project land, water, facilities, and other environmental resources. Conducts public relations services for the general public and special emphasis groups. Provide project information to local, state, and federal agencies through brochures, bulletin boards, news releases, telephone calls and other written and oral methods. Meets with adjacent property owners, civic groups, conservation associations, school groups, cooperating groups, and other members of the public to explain programs, promote interest in activities, and explain management policies. Provides instruction and guidance to temporary or seasonal staff members. Inspects facilities including playgrounds, restrooms, trails, campground areas, boat ramps, picnic areas, signs and wayside exhibits. Additional information about transcripts is in this document. Basic Requirement for Natural Resources Specialist (Park Ranger): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience planning and administering natural resources and outdoor recreation programs and enforcement of park rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resource Management, Biology, recreation management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
