POSITION DESCRIPTION Define scope of technical programs and develop effective, quality solutions to challenges which involve unique or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, timely and cost-effective results. Give quality guidance and assistance to less senior professionals on related tasks. Apply technical experience in field of specialization or broad-based experience in multiple technical fields, to resolve complex problems. Incorporate advanced technical practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning. Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area(s) of technical expertise. Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering or scientific principles. Evaluate the results of programs and prepares reports and recommendations based on these evaluations. Identify and recommend improvements where established technology components and methodology are inadequate for solution. Keep informed of the advancement of technology as applied through one's area of technology. Prepare plans including schedules, budgets and personnel requirements for solving technical tasks identified by management. EDUCATION REQUIREMENTS Ph.D. degree in applicable science or engineering discipline and 5+ years’ experience, OR a MS with 8+ years’ experience, OR a BS with 10+ years’ experience or more. MINIMUM QUALIFICATIONS Candidate shall demonstrate five (5) or ten (10) years DOE, DOD, or NRC nuclear Procurement and CGD experience commensurate with education criteria, Candidate shall demonstrate the ability to Qualify as an Electrical/Mechanical Procurement Engineer and Commercial Grade Dedication (CGD) Subject Matter Expert (SME), Engineer shall demonstrate proficiency in: Developing CGD packages; Component procurement processes; NQA-1-2008, Addenda NQA-1a-2009 CGD requirements; 10 CFR 830; DOE, DOD or NRC CGD and Procurement requirements and guidelines, and Electric Power Research Institute (EPRI) guides. Candidate shall be able to perform field walk-downs of the job site for the engineering work being performed, Ability to work in a diverse work environment, Satisfactory results of a pre-employment screening, which includes a background check and drug screening, Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. Ability to fulfill and promote L&A core values. DESIRED QUALIFICATIONS Previous experience on DOE sites and programs, Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred, BS Degree in Electrical, Mechanical, Chemical, Civil or Nuclear Engineering and five (5) years DOE, DOD, or NRC nuclear CGD and Procurement experience. Will consider HS Diploma and ten (10) years DOE, DOD, or NRC nuclear Procurement and CGD experience as an equivalent to the education requirements, Demonstrated ability to produce high quality, technically accurate and thorough CGD packages and conduct CGD technical evaluations, peer reviews, package approvals and meeting management defined expectations, Demonstrate ability to interpret and apply Documented Safety Analysis (DSA) references; determine and confirm equipment/component safety function and confirm functional classification and service conditions, Demonstrate ability to identify and document equipment/component technical requirements, critical characteristics, acceptance requirements, determine Like for Like, Equivalency or New, and identify dedication method(s) for verification of acceptance criteria, Demonstrate ability to identify equipment/component performance requirements and conduct Failure Mode/Mechanism and Effect Analysis (FMEA), Demonstrate the ability to perform CGD procurement document review, comment, comment resolution and approval process and provide peer reviews, Demonstrate ability to conduct CGD Peer reviews providing confirmation of technical and quality requirements, validating attention to detail, verifying requirement and procedure compliance, and meeting management defined expectations, Demonstrate proficiency, experience, and knowledge with: NQA-1 2008/ 1a 2009 CGD requirements; 10CFR830; DOE, DOD and/or NRC Procurement and CGD requirements and guidelines; Electric Power Research Institute (EPRI) guides, Demonstrate proficiency, experience, and knowledge with safety component acquisition procurement processes, Demonstrate the ability to effectively work in partnership with peers, Design Authority Engineers, Facility Engineering, Procurement, Quality Assurance and Test organizations, Demonstrate ability to communicate clear, concise, and accurate reports, evaluations, documents, procedures, reviews, comment resolutions, email, and oral presentations, Demonstrate the ability to provide peer and junior CGD engineer mentoring, feedback, and development, Demonstrate the ability to coordinate, interface and communicate with management, engineering, facility, operations, quality assurance and test personnel, Demonstrate experience with computers and software: Microsoft Office (Word, Excel), Previous SRS experience preferred, Experience with Intergraph Smart Plant Foundation (SPF), Asset Suite, Outlook preferred.
