Parsons Corporation Lead Environmental Permitting Specialist in Al-Sinaiyah, Saudi Arabia

Job Description:

Parsons is looking for an amazingly talented Lead Permitting Specialist to join our team! In this role you will get to develop and lead implementation of strategies for optimizing permitting and enforcement processes. Provide advice and guidance to enhance the Permitting section, as needed. This will be undertaken through organizing and leading field visits, on-site inspections, research for BAT and supervising/preparing scientific technical reports.

Reports directly to the Section Manager Permitting and Enforcement and indirectly to the SAPL Department Manager EPCD. Will support the section in daily operations, supervise and lead teams, interface with industrial customers and senior RC Management. Receives administrative and technical direction in term of board project objectives from EPCD Department Director and SAPL Department Manager EPCD.

What You'll Be Doing:

  • Lead inspections and prepare / review reports to ensure industrial compliance with RC’s environment regulation (RCER) and determine extent of deviation for appropriate regulatory actions.

  • Provides necessary advice and guidance to meet RC goals and objects and keep EPCD current concerning international regulatory standards.

  • Lead permitting team in review and evaluation of the environmental permit application packages and technical reports submitted by existing and new industries.

  • Monitor the preparation and determinations of fines and penalty values based on the extent of industry violations and non-adherence.

  • Plan inspection programs and delegating to the team to ensure environmental compliance.

  • Supervise the review and evaluation of data submission from investors.

  • Lead in review of Environmental Impact Assessment studies submitted by new industrial investors and existing Industries seeking a renewal of their Environmental Permit to Operate.

  • Evaluate the impact of pollution on air, water, soil and marine and terrestrial ecology and other environmental sensitive areas.

  • Implement training and development program for junior engineers and specialists for their overall career growth and advancement.

  • Implement and monitor metrics to improve and enhance the overall permit and enforcement program.

  • Participate in periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom’s laws, international regulations and standards and best practices.

  • Sets and monitors the RCER and standards in line with the Kingdom’s environmental standards and international best practices.

  • Supports planning efforts for environmental activities associated with the Yanbu Master Plan expansion.

What Required Skills You'll Bring:

  • Bachelor’s degree in Chemical Engineering, Environmental Sciences, or other relevant Sciences/Engineering.

  • Master’s degree in a relevant field (Pollution Control, Environmental Risk Management, etc.) preferred.

  • Minimum 12 years of relevant experience in the field of environmental management (ideally for heavy industries) is required.

  • Conversant with pollution measurement and control equipment.

  • Knowledge of Health, Safety and Environment regulations followed in the Kingdom of Saudi Arabia.

  • Experience of the environmental regulatory process within heavy industries, preferably with the Royal Commission for Jubail and Yanbu or similar entity.

What Desired Skills You'll Bring:

  • Excellent spoken and written English language skills with the ability to communicate effectively.

  • Intermediate computer skills are essential with experience using MS Office (Word, Excel, Power Point).
