Parsons Corporation Principal Project Controls in Al-Sinaiyah, Saudi Arabia

Job Description:

Based on the West Coast of KSA and as part of our Program at Yanbu, Parsons is looking to hire a dedicated and focused Principal Project Controls to join our team! In this role you will get to manage and direct the assigned project(s) in such a manner as to assure its on-schedule completion within or below the established approved budget.

What You'll Be Doing: Provides project controls services with strong emphasis on budget planning, cost control, cost estimation, cost forecasting from initiation through closeout of the project. This includes collaborating with Project Manager, Construction Manager, Project Engineer and various contractors to develop, update and report performance against the project cost baseline. Performs a major role reporting contractual responsibilities of RC Contractors invoice, cost claim, cash flow and reporting matters - collecting, evaluating and forecasting data as requested.

Reports to Manager of Projects Management Department, Manager/Supervisor, Project Controls Section. Interacts with clients; suppliers; subcontractors and government agencies as necessary

Major Activities Performed:

  • Develops system which provides Projects Management Department (PMD) with needed budget planning, cost analysis, cost estimation, cost forecasting, invoice control for A/E and construction projects.

  • Responsible for coordinating with Construction, Engineering and Finance Departments to gather project estimate/ROM, contract price, change order value, potential cost claims and other cost information.

  • Responsible for development, evaluation and consolidation of cost reports and cost information.

  • Supports the development of annual expenditures and monitor project expenditures and ensure that they align with the approved budget.

  • Tracks changes in project scope, schedule, and budget. Evaluate the impact of changes and assist in the preparation of change orders.

  • Analyzes change order cost estimate and support Engineering and Construction department for cost negotiation

  • Reviews and assists in resolving and processing claims, back charges and invoices.

  • Responsible for establishing the CVFC (Contracts Value Forecast at Completion) by assigning trends to all forecast changes affecting cost, schedule and scope.

  • Identifies, evaluates, and monitors project risks, ensuring that mitigation strategies are in place.

  • Provides regular updates on risk status and potential impacts on project schedule, cost, and scope.

  • Assists Project Delivery Team to identify cost-saving opportunities and improve financial efficiency.

  • Analyzes inputs and identifies areas where requirements are not being met, bringing any budget/cost related problems to the attention of Project Controls Section Manager/Supervisor with proposed solutions.

  • Delivers timely, accurate and sensitive project controls report to facilitate clear understanding of the cost performance of the project as related to planned performance targets.

  • Develops database to maintain historical projects cost for better planning and future reference.

  • Ensures all project financial data is accurate and up-to-date, with proper documentation and reporting.

  • Performs other duties as assigned by the Project Controls Section Manager/Supervisor.

Experience and Qualifications:

  • Bachelor’s degree in Engineering, Construction Management or relevant field. Minimum of 10 years' experience in projects-oriented environment, specific to costing

  • Expert knowledge in the Microsoft Office products, including Access, Excel, Word, Access database, and PowerPoint is required.

  • Excellent command of oral and written English.

  • Demonstrated ability to function effectively in a team environment with colleagues and subordinates of multiple ethnicities and cultural backgrounds.

  • Experience in working in foreign countries, especially in the Middle East is desired.

  • Knowledge and ability to communicate in Arabic is a plus.
