Job Description:
This is work planning, directing and promoting vocational rehabilitation (VR) programs; developing technical assistance and guidance for VR programs; and providing technical assistance and direction for statewide VR initiatives. Duties include:
Assists in the coordination, update or revision of field services policies, procedures, guidelines/best practices for services, and policy-related updates to the Vocational Rehabilitation Case Management System, when needed. Assists in the establishment and tracking of policies, standards, rules, regulations and guidelines for program planning. Assists in the development of processes in accordance with policies and procedures to better serve VR customers.
Researches, coordinates and replies to inquiries and/or surveys regarding VR programs, policies, rules and regulations from staff, state agencies, Council of State Administrators of Vocational Rehabilitation and the general public. Investigates, assesses, analyzes and makes, recommendations to resolve operational issues and service delivery problems presented by staff.
Exercises independent judgment in formulating or assisting in the formulation of policies and procedures that have significant impact on the delivery of services for individuals with disabilities served by the VR program. Identifies training needs and provides content for policy related training; reviews and provides feedback on training lesson plans/materials and Question & Answer documents.
Researches, coordinates and replies to inquiries and/or surveys regarding VR programs, policies, rules and regulations from staff, and state agencies.
Provides technical assistance across bureaus regarding policies and procedures, as needed. Collaborates with bureau staff and other departments on special projects related to policy and procedure changes.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of counseling, guidance, work evaluation or vocational rehabilitation; as well as, understanding of program administration and consultation.
Ability to utilize problem-solving techniques; capability to interpret, apply and establish applicable rules, regulations, policies and procedures; prioritize workload; develop various reports; formulate policies and procedures; establish and maintain effective working relationships with others; communicate effectively; and, plan, organize and direct program activities.
