Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Six years of experience, including two at a supervisory level, in at least two of the following office services: property or space management, warehouse and inventory operations, purchasing, fleet or parking management, telecommunications, mail room operations, printing, or records management and retention.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant Office Services Manager.Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Head Clerk, Maintenance Supervisor 2 (Motor Equipment), Purchasing Agent, Senior Administrative Analyst, State Expenditures Examiner 1. Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Assistant Office Services Manager position in the Office of Facilities and Business Services. Duties of this position include, but are not limited to, the following:• Conduct or oversee lease negotiation for an agency and ensure compliance with various requirements; communicate daily with SED staff, Building Managers and Property Owner’s;• Act as liaison with OGS, landlords, contractors, and vendors for the negotiation and approval of design specifications;• Review lease documents, clearance sheets, and contract approval forms;• Obtain a working relationship with Program area liaisons; work together to benefit SED staff/customers;• Conduct/participate in meetings with Program areas and other NYS agencies;• Assist in overseeing all mail and supply room operations including but not limited to inventory;• Design/Develop floor layouts consistent with building specifications;• Review and submit Tenant Alteration Requests (TAR’s);• Maintain AED/1st Aid/CPR equipment and Training schedules;• Ensure accurate time and attendance records;• Coordinate all aspects of Emergency Response Team (ERT), including phones, 1st Aid supplies and training;• Meet with agency customers as well as SED staff to determine space requirements, power and data outlet capabilities, ensuring that space designs and furniture modifications reflect customer needs, and conform to Office of General Services (OGS) space allocation guidelines and OSHA standards;• Monitor billing and postage costs related to mail operations;• Evaluate prospective lease sites and review contractual agreements; and• All other duties assigned by management pertaining to the position.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
