Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• A master’s degree AND New York State permanent or professional certification in Chemistry 7-12 AND four years of full-time classroom teaching experience in the corresponding subject area and grade levels.PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Instructional Services (Chemistry 7-12). COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: One year of permanent competitive or 55b/c service as an Associate in Instructional Services (Chemistry 7-12) and possess a New York State permanent or professional certification in Chemistry 7-12.Eligible List Appointment: Candidates must be reachable on the Associate in Instruction Services (Chemistry 7-12) Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a(n) Associate in Instructional Services (Chemistry 7-12) position in the Office of State Assessment. This Office responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties of this position include, but are not limited to, the following:• Conduct activities related to the development of High School Regents Examination in Physical Setting/Chemistry and the new Regents Examination in Chemistry (aligned to the NYSP12LS), including convening and conducting exam review committees, and participating in committee work and scoring sessions to provide content expertise in the development of State exams;• Maintain and assist with the oversight of a pool of teacher-consultants and participate as needed in test development activities in Chemistry, including training, assigning, and reviewing the work of teacher-consultants to perform a wide range of test development tasks;• Assist with the preparation and review of examinations, rubrics and supplementary materials and monitoring their progress through the various phases of development, including printing;• Assist with the development of guidance and supplemental materials for the field and representing the Department at meetings and projects related to the NYS assessments; and• Partner with Office of Standards and Instruction to support the implementation of the New York State Learning Standards and developing materials for assessments aligned to these standards.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 10% in-state/Statewide travel.
