Minimum Qualifications Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 1 (M2) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G25/M1 and deemed eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law. Open Competitive: Nine years of professional public health experience in a public health agency or program.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Preferred Qualifications: Master's degree in Public Health, Public Administration or a related field; ten or more years of professional work experience related to the management of a statewide public health program; knowledge of immunization recommendations and vaccine-preventable diseases; familiarity with information technology; and experience with program planning, implementation, and evaluation. Preferred candidate should have evidence of an understanding of state government management processes, grant management, and possess excellent organizational and communication skills.

Duties Description The Division of Vaccine Excellence is newly established (effective January 1, 2024) and is building the Bureau of Vaccine Programs. This bureau is seeking two associate directors (Community Health Program Manager 1, M-2) to manage the department’s innovative and complex vaccine programs. Primary tasks include setting strategies and priorities, implementing policy, and assisting in the development of the annual budget for vaccine programs, vaccine equity, vaccine access, and vaccine uptake across the lifespan underpin this work.Associate Director, Vaccines for Children Program focus: This position will oversee planning, policies, governance, standards, and priorities related to this federally funded program. The Vaccines for Children Program manages more than 1,500 enrolled providers who administer vaccine free of charge to eligible individuals ages birth to 18 years. Associate Director, Vaccines for Adults Program focus: Collaborating closely with the other associate director, this position will provide direction and leadership to advance the department’s Vaccines for Adults Program and outbreak response. This program provides publicly available vaccines for eligible individuals ages 19 and older. Under the guidance of the bureau director, the incumbents will ensure optimal operations of these critical public health programs with focused attention to equitable distribution, access, and uptake of vaccines. Duties include but are not limited to: Advise on all facets of growing vaccine programs inclusive of provider enrollment, recertification, compliance and education, vaccine ordering, vaccine purchasing, technical assistance, evaluation, and outbreak response vaccine; Track and report on progress of federal immunization grant deliverables. If deliverables are not on target, identify barriers and/or modify program activities to ensure deliverables are met; Monitor the vaccine spend plan and update when budget amounts, communities of focus, or vaccine recommendations change, and as needed to respond to vaccine-preventable disease outbreaks or disasters; Guide and provide options and recommendations to bureau staff that are clear, complete, consistent, and produced by the established deadlines; Contribute to the development of standard operating procedures, requests for proposals, and data analysis plans; Supervise professional mid-management staff seated across the state.

Additional Comments These positions may be filled either in the Western Region (Buffalo or Rochester), or Central New York Region (Syracuse), or Albany Central Office, or Metropolitan Area Region (New Rochelle, New York City, or Central Islip). This position is part of the NYS HELPS program. No examination is required.
