Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum Appointment Qualifications : A bachelor's degree and two years of experience applying business knowledge, training and experience to provide a wide range of professional and management level economic development services for the promotion of business, tourism and international trade in New York State, providing technical advice and problem-solving assistance to economic development organizations and businesses by conducting business-to-business marketing programs, and promoting, publicizing, and developing strategic plans and initiatives related to business and economic development services.Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.The above referenced minimum qualifications are assigned to the journey-level for this title. The minimum appointment qualifications for candidates applying at the Economic Development Program Specialist Trainee 1 level are as follows: A bachelor’s degree or higher.List Eligibility: Open to those reachable on the Professional Career Opportunities eligible list.Traineeship Eligibility: Appointment may be made at a traineeship level. Economic Development Program Specialist Trainee 1 & 2, NS (equivalent to Salary Grades 13 and 14) leading to Economic Development Program Specialist 1, Salary Grade 18.• $49,363 (Trainee 1; NS equated to SG-13)• $52,198 (Trainee 2; NS equated to SG-14)• $65,001 (Full Performance/Journey Level SG-18)For current NYS employees, the starting salary is based on the candidate’s salary at the time of hire.Candidates appointed at the trainee level will be required to successfully complete their traineeship in order to advance to the journey-level title and salary.Transfer Eligibility: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at https://careermobilityoffice.cs.ny.gov/cmo/. Duties Description Under the general direction of the Director of Excelsior Jobs Program, the incumbent will be responsible for a variety of project management duties within the Tax Incentives Department. He or she will ensure compliance with all laws, regulations, administrative guidelines, and procedures pertinent to each tax incentive program. Duties include but are not limited to:• Review and analyze Excelsior applicants’ eligibility for the program and prepare max calculations per program regulatory requirements.• Review and analyze Life Sciences Research & Development Tax Credit Program final applications, and other tax credit program applications as assigned.• Perform preliminary reviews of Excelsior incentive proposals and prepare a schedule of benefits based on the tax credit award amount. • Work directly with senior staff managing a portfolio of active projects across multiple tax incentive programs (e.g., Excelsior Jobs Program, Life Sciences Research & Development Tax Credit Program)• Work closely with Excelsior participants to assist with all reporting and compliance requirements of the program from incentive acceptance through final tax credit issuance. • Review and analyze job reporting, expense reports, and supporting documentation central to each performance report and application.• Manage data using various program databases and ensure that project information is accurate in information management systems.• Audit final applications, general ledgers, and documents relevant to each program to ensure compliance with statutory and regulatory requirements.• Assume a variety of Department-wide responsibilities as assigned, such as writing briefing memos, preparing complex spreadsheets, reviewing, improving processes, and managing data and budget information.• Maintain professional and effective working relationships with all ESD regional offices, other agency representatives from the Departments of Taxation and Finance, Labor, and local economic development organizations.

Additional Comments SALARY RANGE: $65,001 - $82,656 Note: The starting salary for candidates with no prior State service will be set at the minimum hiring rate.
