TITLE: Human Resources and Finance Staff Assistant (RF Title - Project Staff Assistant)

OFFICE: University Center for Academic and Workforce Development (UCAWD)

LOCATION: Albany, New York

SALARY: $52,500-57,500 (Albany, NY - Hybrid)

Position Summary

The University Center for Academic and Workforce Development (UCAWD) is looking for an effective and collaborative Human Resources (HR) and Finance Staff Assistant to join our Finance and Administration team. The mission of UCAWD is to promote the social and economic wellbeing of the academically and economically underserved residents of the State of New York by developing and maintaining quality education and workforce training programs and services through our statewide network of Educational Opportunity Centers (EOCs) and Advanced Technology Training And Information Networking (ATTAIN) labs. The HR and Finance Staff Assistant position reports directly to the Human Resources Business Partner and provides primary assistance with HR and finance functions for UCAWD. This position also works collaboratively with the Associate Director of UCAWD Finance as it pertains to procurement processes and expenditure reconciliations.

DUTIES: Specific duties and responsibilities related to HR and finance include:

Human Resources

  • Work with Central Office and field staff on recruitment efforts, including submission of the required documentation to SUNY HR or the Research Foundation for SUNY (RF) HR staff.

  • Assist the HR Business Partner in the development of job descriptions, job announcements and digital recruitment efforts.

  • Work with the HR Business Partner to maintain open positions and provide monthly status reports for tracking and monitoring purposes.

  • Serve on search committees and other committees as directed.

  • Assist new employees with the completion of onboarding paperwork and ensure that the appropriate office receives accurate documentation for timely payroll processing.

  • Coordinate monthly meetings with ATTAIN Project Manager and Program Coordinators to discuss current HR related issues.

  • Respond to requests pertaining to HR functions involving recruitment, payroll and employment activities.

  • Assist with the annual performance and appraisal cycle process.

Finance

  • Direct processing of program expenditures in compliance with their line item budget(s) as well as New York State, SUNY and RF guidelines.

  • Assist with fiscal closeout activities at the end of the program period(s).

  • Process weekly order requests for supplies and equipment; and follow-up on rush items when needed.

  • Review accounts payable invoices and statements for accuracy and match to proper documentation as needed; maintain accurate filing system.

  • Assist with the day-to-day monitoring, tracking and accounting of the financial operations through spreadsheet maintenance, reconciliation and analysis, including determination of systemwide expenditure patterns and trends.

  • Assist in the issuance of monthly fiscal program status reports to the Director of Finance and Administration and the Associate Director for UCAWD Finance as required.

  • Maintain critical fiscal operational files (expenditures; AP/invoices; Procurement-card (P-card); vendor analysis; and supplies/equipment purchases; and assist in the preparation of the monthly reconciliation of the P-card.

  • Other duties as assigned.

SPECIAL SKILLS:

Strong interpersonal, communication, and organizational skills are required. Problem solving, decision making and working with integrity while maintaining high ethical standards are critical. Must have the ability to exercise independent judgment and discretion in the handling of confidential and/or sensitive information. Highly-motivated individual that is comfortable performing multiple tasks and monitoring complex projects in a fast-paced team environment. Must be detail-oriented, organized, and adaptable to change. Strong computer skills and knowledge of various software package applications (Microsoft Word and Excel) are required.

EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in a related field with one (1) year of experience in HR or Finance, or an equivalent combination of education and experience.

  • Knowledge of New York State and Federal regulations as they pertain to human resource functions and/or a working knowledge of SUNY's financial reporting system are preferred.

  • Experience working with culturally diverse populations is preferred.

TRAVEL:

  • Some travel within New York State is required for recruitment and site visits.
