For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):A New York State Professional Engineer’s license and current registration AND either a qualifying bachelor’s degree as listed below OR one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.

Duties Description The Professional Engineer 1 (Env) will be responsible for:Implementing existing DEC motor fuel programs, including:• Administering existing gasoline volatility (6NYCRR 225-3) and diesel fuel sulfur content (6NYCRR 225-4) regulations.• Evaluating data provided by the New York State Department of Agriculture and Markets (DAM) regarding the gasoline sampling program. • Serving as liaison to other agencies, such as DAM, NYSERDA, and USEPA, regarding motor fuel programs.• Responding to industry and public inquiries.• Developing a working knowledge of federal motor fuel regulatory programs.• Providing engineering-based recommendations to management regarding potential regulatory or commercial changes to motor fuel composition. Developing written comments on EPA proposals.• Advising management regarding disruptions to the motor fuel supply system which may impact New York and neighboring states. • Supervision of assigned staffAssisting in the development and administration of DEC climate change programs, including:• Assisting the Bureau of Air Quality Planning in the development and administration of the New York Cap & Invest program.• Completing technical evaluation of fuel- related emission reduction change programs, particularly the federal Renewable Fuel Standard and Low Carbon and Clean Transportation Fuel Standards.Developing a working knowledge of Zero Emission Vehicle (ZEV) technologies, including: • Battery chemistry, fuel cell technology, hydrogen storage and siting, and charging infrastructure. • Engineering economics of ZEV technologies including total cost of ownership.Some day trips and overnight travel may be required.Preferred Qualifications: A Bachelor of Science or higher degree in Petroleum or Chemical Engineering. Three years of engineering experience related to any of the following: extraction, production, storage, or transport of oil and/or natural gas; evaluation of data associated with oil and gas production and reservoir recovery; regulatory compliance testing and reporting as related to the petroleum industry.Essential Functions: • Ability to understand and manipulate higher level computer software programs.• Ability to understand and effectively convey regulatory language and concepts to others including the general public.• Possess strong written and verbal communication skills.• Ability to maintain and continually broaden a working knowledge of technology intensive, mandatory programs.• Capable of participating in the Division’s work planning effort including good organization skills and professional working relationships.• Ability to travel to meetings, training, and conferences as required. Able to represent the Department at meetings, conferences, and other public appearances.• Capable of dealing effectively with the public, contractors, other governmental entities, and other non-governmental agencies.• Possess good management skills.
