Minimum Qualifications Minimum Qualifications:• Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and seven years of relevant post-bar experience. Preferred Qualifications:• At least five years of experience in an executive or managerial role in New York State or local government. • Knowledge of New York State laws and regulations, preferably in state administrative procedures and tax.• Ability to interface with agency commissioners and high level governmental executive personnel. • Ability to set priorities and effectively meet deadlines.• Ability to work independently and as part of a team.

Duties Description The Secretary to the Tax Appeals Tribunal (Secretary) serves in a Chief Administrator capacity to the President of the Tax Appeals Tribunal (Tribunal). The Secretary is responsible for the overall direction and supervision of both the Division of Tax Appeals (DTA) and the Tribunal, collectively referred to as Tax Appeals, as well as the direct management of the Office of the Secretary to the Tribunal. The Secretary reports directly to the President of the Tribunal and oversees agency senior staff.The responsibilities of the Secretary include, but are not limited to: • Manage, direct, and supervise all units of Tax Appeals based on direction of the President.• Oversee agency projects, internal control reviews, and responses to Executive Orders.• Oversee the development and implementation of an agency strategic plan and Key Performance Indicators (KPIs).• Coordinate the drafting of new, and revision of established, agency policies and regulations.• Serve as Liaison for the Tribunal with all parties appearing before the Tribunal.• Establish and maintain case inventory for all cases pending before the Tribunal and sets briefing schedule for pending cases.• Schedule Tribunal Oral Arguments and handle logistics related to Oral Arguments.• Issue all Tribunal Decisions.• Maintain and distribute the Inventory of Pending Tribunal Cases and the Tax Appeals Monthly Docket.• Prepares the agency Annual Report.• Prepare and distribute agendas for monthly Senior Staff meetings, and records, maintains and distributes minutes from such meetings. • Serve as agency FOIL Officer.• Recommend rule and procedural changes pertaining to the operations of the Tribunal and DTA.• Perform special projects as assigned by the President.

Additional Comments The NYS Tax Appeals Tribunal (Tribunal) is seeking candidates for a Secretary to the Tribunal position. The Tribunal is the appellate level of the Division of Tax Appeals, New York State’s quasi-judicial administrative agency charged with resolving formal disputes between taxpayers and the Department of Taxation and Finance.The Secretary position is a full-time, permanent position in the Exempt jurisdictional class, which reports to the President of the Tribunal. • Telecommuting up to 40% is permitted with supervisor’s approval.• Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or mandate, in any form, that an applicant for employment provide their current compensation, or any prior compensation history, until such time as the applicant is extended a conditional offer of employment with compensation.
