Description
Job Summary:Coordinate all aspects of our HIV/STI/HCV screening program in accordance with NYS DOH Public Health regulations, agency Policies and Procedures and manufacturer product inserts. Conduct HIV/STI/HCV testing and assist with monitoring and quality assurance activities. Manage Q Care/Avita Pharmacy clients and referrals for PrEP.
Major Activities:
Incorporate best practices regarding confidentiality into all job duties and communications in accordance with Article 27-F, Alliance for Positive Health policies and procedures and other applicable regulations.
Conduct confidential HIV/syphilis/HCV testing and STI screening on-site, on the agency testing van and in venues serving targeted communities according to NYS DOH guidelines.
Coordinate and provide testing at River Street Club, men’s only health club, as applicable.
Provide guidance and on-going feedback to testing staff.
Supervise designated Test Counseling staff.
Supervision of the CSP Test Counselor.
Prepare specimens for laboratory processing and result retrieval and distribution.
Report HIV, STI and HCV positive results identified by department testing staff to county and state health departments as required. Liaison with departments of health, medical providers, and Partner Services to ensure linkage to care, support and Partner Services.
Provide leadership to department testing staff to facilitate provision of positive result(s) to clients and linkage to care, support, and Partner Services.
Conduct comprehensive Counseling Testing and Referral (CTR) training for new staff. Coordinate phlebotomy training as needed with designated provider. Provide ongoing technical assistance to the testing team.
Conduct quality assurance of testing technology procedures on designated schedule and implement corrective action as needed.
Provide leadership and skill-building opportunities during monthly testing team meetings.
Manage all tasks related to the mobile testing vehicles in collaboration with department leadership, including scheduling maintenance, ensuring logs are completed, scheduling staff for driver training, ensuring vehicle gas tank is full, etc.
Maintain accurate records in accordance with New York state regulations and agency protocols. Maintain documentation and statistics on activities to comply with reporting requirements.
Maintain inventory of all testing-related supplies and place orders to ensure service delivery is uninterrupted.
Maintain inventory of risk reduction supplies, communicate supply replenishment needs to supervisor.
Educate internal staff regarding Pre-exposure Prophylaxis (PrEP) services. Serve as agency representative with regional PrEP providers and community stakeholders. Coordinate PrEP referrals and outcomes through Q Care Plus as well as conduct outreach promoting PrEP services.
Incorporate the Transtheoretical Model of Behavior Change into all aspects of service provision.
Drive the agency mobile testing van to community testing events as needed.
Qualifications
Qualifications:
Bachelor’s Degree in Human Services, Public Health or related field with two years human service experience is preferred. Associates degree and/or four years human services experience may be considered.
Experience and knowledge of target populations and service systems preferred.
One year’s experience providing HIV, STI, and/or HCV testing in New York state.
Unrestricted driver’s license and a vehicle for travel throughout service region.
Ability to work flexible hours as this position requires late night and weekend hours.

Employment Classification: Exempt; full-time salaried position 37.5 hours per week (flexibility required, able to work evenings and weekends as needed). Annual salary range is from $58,458.40 to $60,000 based on experience and education.
