New York eHealth Collaborative: Senior Architect, Data Integration & Interoperability
New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.
Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records.
Position Summary:
NYeC is seeking a Senior Architect, Data Integration & Interoperability with an in-depth understanding of healthcare data exchange standards such as HL7 and FHIR, and the ability to use that understanding to design world class enterprise healthcare systems. The Sr. Architect will have responsibility for conceptualizing and designing high quality, scalable, and cloud-based and health information exchange (HIE) services across the Statewide Health Information Network for New York (SHIN-NY). In addition to having technical acumen, the Sr. Architect needs to be adept at both internal and external presentation and communications and convening and gaining consensus across a wide variety of stakeholders.
This position reports to the Chief Information Officer. This role can be operated out of the Albany, NY or Manhattan, NY office location.
Primary Responsibilities:
Partner with business and clinical stakeholders to identify external data exchange requirements with key trading partners across the New York healthcare ecosystem.
Act as a liaison with technical team members and vendors to ensure the design meets functional requirements.
Responsible for the creation and maintenance of an IT technical roadmap, from envisioning through implementation, in a way that improves the overall healthcare data fabric for New York State.
Defines technical solution requirements for the implementation of cross platform, integrated services in a complex statewide environment.
Leads enterprise workgroups composed of a variety of NY healthcare leaders working in collaboration to improve healthcare outcomes. Responsible for setting the technical direction for enterprise initiatives involving multiple organizations.
Ability to develop IT roadmaps, and technical requirements by coordinating with leadership and key stakeholders.
Ability to lead cloud migration of legacy applications and infrastructure and development of cloud native applications to support NY Statewide services.
Develops technical diagrams, systems maps, and documentation.
Provide training and mentoring as needed to increase interoperability knowledge across the NYeC team.
Lead enterprise Architecture Review Board (ARB).
Knowledgeable about industry trends, experiences and approaches (eg, TEFCA), able to converse with others on these, and incorporate these perspectives into technical and application implementation strategies.

Experience and Skills:
Bachelor’s degree in Computer Engineering, Computer Science, or related field; Master’s preferred.
8 - 10 years of experience in a software engineering environment, preferably within a health information exchange, large healthcare system, or payer.
3+ years managing others preferred. While the role requires a strong individual contribution, experience managing others adds a valuable perspective to the work.
Capable of interacting with multiple vendors from envisioning through project close out and transition to operations.
Ability to handle the team technically and design the solution for healthcare use cases.
Should have the IHE knowledge and understanding of the IHE profiles.
Proficiency in the use of clinical terminology such as LOINC, ICD9, SNOMED/CT, HCPCS, DRG.
Experience and knowledge of healthcare interoperability preferred. Such as HL7, CDA, ICD 9/10 code system; IHE Profiles (XCPD, XCA Q, XCA R, PIXV3); RHIOs Interoperability and integration implementation; InterSystems Ensemble Implementation.
Should have a certification from one of the major Cloud providers, AWS preferred.
Expectations of Employees:

Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.
NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.
We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $125,000 to $150,000. The annual base salary range for this role for a Manhattan, NY based candidate is $150,000 to $180,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
