New York eHealth Collaborative – Senior Architect/Engineer

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, assists healthcare providers in adopting and effectively using electronic health records, and ensures that the SHIN-NY provides services to support the State’s public health and Medicaid efforts.

As TechBD is still in its early stage, the Senior Architect/Engineer role will be leased from New York eHealth Collaborative to Technology by Design, meaning NYeC will issue the employee’s paycheck, report taxes, and provide benefits but the employee will conduct work for TechBD.

Technology By Design, Inc. (TechBD) is a not-for-profit organization. In connection therewith, the Corporation shall be organized and operated exclusively for the benefit of, to perform the functions of, or carry out the charitable purposes of organizations that participate in the network that comprises New York’s statewide health information exchange, including without limitation:

  • New York eHealth Collaborative (NYeC)

  • any Qualified Entity (Health Information Exchange HIE)

    including by providing technology, infrastructure, and related services to assist the Organizations in their participation in New York’s statewide health information exchange network and to support the Organizations in pursuing their respective missions to advance health information exchange in New York State.

    Position Summary:

    We are seeking a highly motivated and skilled Senior Architect/Engineer to join our dynamic team. This role requires a unique blend of hands-on coding experience, architectural expertise, and familiarity with key collaboration and development tools. You will play a crucial role in shaping the future of HIE technology, collaborating with New York’s Health Information Exchanges (HIEs), and leading the design, development, and deployment of robust enterprise systems.

    This position reports to the Executive Director of TechBD. This role can be based out of the Albany, NY or Manhattan, NY office.

    Key Responsibilities:

  • Lead the design and development of complex enterprise systems for HIEs, demonstrating strong proficiency in relevant programming languages and frameworks.

  • Actively contribute to code development and code reviews using GitHub as the primary collaboration platform. Foster a collaborative and open-source mindset across QE teams.

  • Possess deep expertise in SQL, able to design and implement efficient database queries and stored procedures to manage and manipulate large healthcare datasets.

  • Demonstrate mastery of TypeScript, utilizing its type-safety and advanced features to build scalable and maintainable enterprise applications.

  • Collaborate closely with HIE engineering teams, providing technical guidance and mentorship while understanding their unique needs and challenges.

  • Translate strategic vision into actionable technical plans, ensuring alignment with organizational goals and industry standards.

  • Write clean, maintainable, and testable code that you can supply to HIEs either as production code or at least as examples from which they build, showcasing your commitment to high-quality engineering practices.

  • Stay current with emerging technologies and trends in the HIE landscape, continuously optimizing your knowledge and skillset.

  • Other tasks as assigned.

    Experience and Skills Required:

  • 8+ years of experience as a software engineer or architect, with a proven track record of building and deploying enterprise systems.

  • Bachelor’s degree in related field required.

  • Experience in designing enterprise class, cloud native systems that rely upon a complex fabric of micro-services to deliver solutions. Amazon Web Services (AWS) experience preferred.

  • Solid understanding of software architecture principles, design patterns, and best practices.

  • Proven experience working with distributed systems, APIs, and data security concepts.

  • Extensive experience using Git and GitHub for version control and code collaboration.

  • Deep understanding of relational databases and proficiency in SQL.

  • Expert-level knowledge of TypeScript, including its advanced features and best practices.

  • Excellent communication and collaboration skills, with the ability to effectively interact with technical and non-technical stakeholders.

  • Passion for innovation and a strong desire to contribute to meaningful projects that improve healthcare outcomes.

  • Capable of interacting with multiple vendors from envisioning through project close out and transition to operations.

    Experience and Skills Preferred:

  • Health Information Technology (HIT) and Health Information Exchange (HIE) background.

  • Familiarity with Python and its data science libraries would be a plus, particularly for working with data analysis and machine learning tasks.

  • Compliance and Regulatory Knowledge:Familiarity with Personally Identifiable Information (PII), Protected Health Information (PHI), the Health Insurance Portability and Accountability Act (HIPAA), and Health Information Trust Alliance (HITRUST) compliance frameworks is highly valued in this role. The ideal candidate will have a strong understanding of these regulations and the implications for system architecture and software development within our sector. This includes but is not limited to:

  • Designing and implementing secure systems that protect sensitive data and ensure privacy.

  • Understanding and applying the necessary controls and procedures to maintain compliance with HIPAA and HITRUST standard.

  • Navigating the complexities of data protection regulations to support our organization's goals and compliance requirements.

    Expectations of Employees:

  • NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  • Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany based candidate is $130,000 to $150,000. The annual base salary range for this role for a NYC based candidate is $155,000 to $180,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
