Office of Inspector General Budget Analyst in Alexandria, Virginia
Summary This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG), Mission Support Team, Financial Management Office (FMO). Responsibilities Formulates, presents, and assists with the developments of the OIG Program Objective Memorandum (POM), Budget Estimate submission (BES), and President’s Budget (PB). Prepares required financial data and analyses to respond to OUSD(C) data requests relating to budget formulation and execution. Prepares cost estimates, statistical and financial tables, and charts to monitor the OIG status of funds. Analyze policies, directives, legislation, budget data and reports to determine appropriate resource allocation, identify imbalances, and provide recommendations to senior management. Assists senior management with the preparation for budget hearings, the presentation and defense of budget estimates before OSD, the Office of Management and Budget (OMB), and Congress. Specialized Experience: GS-11 A. Specialized Experience: Applicant must have one year (52 weeks) of specialized experience at the GS-09 level in federal service or equivalent. Specialized experience is defined as experience monitoring an organizational budget and recommending adjustments based on analyses of data. OR B. Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR C. Combination of education and experience: The percentage of the education plus the percentage of the required experience equal 100 percent. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required. GS-12 Specialized Experience: Applicant must have one year (52 weeks) of specialized experience at the GS-11 level in federal service or equivalent. Specialized experience is defined as experience analyzing financial data and budget reports to develop organizational resource allocations and budget submissions, and monitoring an organizational budget and recommending adjustments based on analyses of data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Only experience and/or education obtained by the closing date of this announcement will be considered. Education GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
