Defense Human Resources Activity SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in Alexandria, Virginia

Summary This position is part of the Defense Human Resources Activity. The incumbent will be responsible for assisting the Director in the ongoing day-to-day supervision and management of the DTMO staff, and supports the Director in achieving the objectives of the organization, as defined by the Secretary of Defense, the USD (P&R), and the DASD (MPP). Responsibilities As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include: Manages the day-to-day coordination and management of DTMO staff and work products and providing advice/recommendations to the Director of DTMO on operations and policies to ensure proper management of the DTMO organization and its resident programs. Assists the Director in planning, developing, managing and coordinating the execution of DTMO policies and programs to include: developing, implementing, and operating commercial travel programs for the Department of Defense; providing an integrated travel management approach within DoD and a "single face" to the travel industry for information exchanges with the Government. Reviews Congressional and other high-level responses concerning overarching reduction of travel spend, simplification of travel policies, and other high-visibility topics. Works with DoD enterprise partners to develop and implement new business models for commercial travel, and then establishes and manages a continuous improvement process Monitors staff assignments to ensure efficient workload distribution and maximum use of employee skills and abilities consistent with organizational objectives Exercises a high level of independence and wide latitude for independent judgement, innovation, and initiative. Serves as the principal point of contact for all DTMO business related, internal matters. Plans, directs, and coordinates operations through subordinate supervisors. Plans work for subordinates, setting and adjusting long and short-term priorities and preparing schedules for completion of work. Requirements Conditions of Employment Qualifications You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Plan, develop, manage and coordinate the execution of commercial passenger travel policies and programs. - Analyze and evaluate systems, policies, programs and applications for effectiveness, quality, and progress in meeting program objectives. Oversee the planning, development, and coordination of resource requirements, and advising leadership on the appropriate actions necessary to maintain an effective organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
