The Opportunity

Abt Global seeks a qualified Finance & Administrative Assistant for the Almaty, Kazakhstan office of the USAID-funded Local Health System Sustainability (LHSS) project – Global Health Security activity. The LHSS Kazakhstan Activity has worked closely with the Government of the Republic of Kazakhstan (GoRK), USAID, CDC, and other country partners since April 2020 to support the country’s COVID-19 response. Conducted activities have emphasized response pillars related to laboratory diagnostics, analytics, and procurement. As the acute phase of the COVID-19 pandemic eases, USAID has extended the LHSS Kazakhstan project through August 2025 to focus on advancing global health security priorities with the GoRK and local partners.

LHSS Kazakhstan will be focusing on two primary objectives in close collaboration with government partners:

1) Supporting the GoRK’s efforts to improve the national laboratory system through quality improvement and biosafety/biosecurity upgrades, and

2) Supporting the GoRK in strengthening the capacity of its One Health workforce through One Health whole-of-government coordination efforts to implement multisectoral pandemic preparedness, prevention, detection, and response.

The LHSS Kazakhstan country program work plan has been approved and funded through August 2025. With growing interest to our work from the government and partners as well as the activities LHSS Kazakhstan plans to conduct, we are looking for the Finance & Administrative Assistant to join our team of professionals who are committed to exceeding expectations and fulfilling the Abt’s Mission.

Key Roles and Responsibilities

Working under the supervision of the Finance Manager, the Finance & Administrative Assistant will provide financial, administrative, and operational support for the LHSS Kazakhstan country program. Specific duties and responsibilities include the following:

Administrative:

  • Planning and logistical support of meetings, trainings, workshops, and other projects and office events

  • Providing full travel logistical support such as making hotel reservations, contracting transportation, booking meeting venues, etc. for all project staff and personnel, including project sponsored travel for consultants, partners, and counterparts in terms of providing travel advances and processing travel expense reports

  • Supporting visa application process (preparing invitation letters, filling out applications, etc.), registering foreign citizens in Migration Police, and meeting visitors at the airport if required

  • Providing general administrative support with tasks such as but not limited to preparing administrative documents, photocopying, scanning, delivering letters and invitations etc.

  • Providing general end user IT support to the LHSS Kazakhstan team and serving as IT support contact person for Abt IT Team

  • Providing proper and timely management of office communication including emails, and follow-up communication between Abt Kazakhstan Office and Home Office, communicating with national, international partners, and donors

  • Managing routine communication with office vendors/service providers regarding invoices, payment records, and other documentation

  • Maintaining project documentation filing system in hard copies and electronic copies on MS Teams

  • Ensuring timely procurement of local office supplies and maintaining office inventory

  • Performing office administration duties based on needs

  • Establishing and maintaining a database of the project/organization service providers, contracts, office equipment, training databases/reports, a list of interpreters and translators available for office needs, and other relevant information

  • Translating reports, documents, and other relevant materials from Kazakh and Russian into English and vice versa

  • Travelling as interpreter with expatriate staff and/or visitors as required

Financial Assistance:

  • Supporting the Finance Manager with project financial processing, record keeping and reporting in the following tasks but not limited to: QuickBooks data entry, filing invoices (PAF) before payments, tracking and control of advances and expense reports

  • Providing finance support for project events and activities

  • Maintaining inventory records of all project supplies and assets

  • Conducting annual inventory audit

  • Collecting required documents from vendors (acceptance act, invoices, etc.)

  • Supporting with the preparation of documentation for internal and external audit missions

  • Assisting with filling out and tagging all financial documents as per the requirements

  • Copying and scanning all necessary documents/instructions

  • Supporting the expenditure monitoring of the project budget in collaboration with the Finance Manager

Perform other tasks assigned by the supervisor

Preferred skills and qualifications:

  • Bachelor's degree in business administration, management or any other relevant field is an advantage

  • At least three years of professional experience, preferably in administration, finance, translation, or logistical support

  • At least two years of experience with USAID-funded development programs, familiarity with Federal and AID Acquisition Regulations (FARs and AIDARs)

  • Demonstrated experience in office management

  • Fluency in Russian, English, and Kazakh

  • Advanced computer skills in Microsoft Office (Word, Excel, PowerPoint), Internet; experience in QuickBooks is desirable

  • Strong IT skills will be an added advantage

  • Energetic and highly motivated by challenges

  • Ability to travel to the field locations upon request

Minimum Qualifications

High School Diploma + Six years of relevant experience, or Associates Degree + Four years of relevant experience, or Bachelor’s Degree
