We are pleased to announce opening of the Regional Certification Liaison (Consultant) position in Eurasia Regulations and Standards department, based in Almaty, Kazakhstan .

Job Purpose:

The Regional Certification Liaison (Consultant) works in the product standards and regulation environment and is responsible for interpreting, adapting and documenting the requirements and process for regional product certification. The Liaison provides a communication conduit between the local regulators, marketing, the central product support organization and the product groups to ensure market access (ability to sell) for Caterpillar products. The role is to pro-actively obtain essential approvals for market entry for various Caterpillar machinery and equipment. The Liaison’s role can be expanded with responsibility to cover other Caterpillar products based on specific business needs.

Job Duties:

  • Provide the necessary information on market access requirements for Caterpillar products.

  • Determine the market access and permitting requirements by working with regional bodies and certification centres for approvals issues.

  • Identify relevant authorities, develop business relationships, and then negotiate to specify requirements and associated costs.

  • Manage all contacts with and documents sent to and received from the 3rd party.

  • Submit certification application / documents, crate processes, procedures, and record results.

  • Conduct approval agency selection for any in country certifications/testing.

  • Provide lead times for product market access.

  • Identify and relay any need for changes to compliance process and documents.

  • Work across functions (with various internal groups) to establish and achieve cost reduction & timely delivery.

  • Collaborate with Product Groups and local agencies to provide technical translation service for Technical Regulations, standards, operation manuals, test reports, approvals, etc. as well as arrangement of conformity assessment process in accordance with requirements and procedures in place.

  • Initiate the process for approvals renewal in a timely fashion. Responsible to ensure no lost sales due to lack of appropriate certification.

  • Relationship Management/Collaboration: Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers.

  • Effective Communications: Ability to effectively transmit, receive, and accurately interpret ideas, requirements, and processes in a manner appropriate for the intended audience. This skill is also related with fluent knowledge of English and Russian language.

  • Analytical Skills: Ability to evaluate data sets and provide actionable insights. Proficiency in problem-solving and critical thinking is essential, as well as the capacity to make data-driven decisions that support business objectives.

Basic Qualifications:

  • Higher education in Engineering, preferably with certification/standardization/quality assurance major.

  • Technical knowledge and understanding of Caterpillar or similar products.

  • Effective in verbal and written communications

  • Quick to learn, sound self-development skills.

  • Effective time management and planning skills, good self-organization.

  • Ability to work under stress in a fast-paced, constantly evolving environment and to manage multiple tasks/projects concurrently.

  • Ability to understand the needs of the business and provide business winning solutions.

Top candidates will also have:

  • Expertise in Machinery & Equipment (M&E), Low-Voltage Equipment (LVE), Electromagnetic Compatibility (EMC) and allied technical regulations.

  • Prior experience in the field of M&E market access in Kazakhstan/Eurasian Economic Union would be considered as advantage.

  • Kazakh language would be considered as an advantage, but not critical for a successful candidate.

  • Project Management experience, knowledge of LEAN and/or Agile approach

Travel requirement: regional travel, up to 25% of the time.
