The Opportunity

Abt Global seeks a qualified Senior Technical Advisor for the anticipated Jordan Prevent, Detect, Respond - Primary Health Care (PDR-PHC) Activity based in Amman, Jordan. The Activity will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. Through focusing its interventions at the primary healthcare level, the activity will strengthen health provider practices, health system preparedness, multi-sectoral coordination, and surveillance capabilities to 1) prevent avoidable disease outbreaks, 2) detect threats early, 3) respond rapidly and effectively when outbreaks occur.

The Senior Technical Advisor will be responsible for supporting technical oversight of activity implementation and strategic technical leadership. The Senior Technical Advisor supports the DCOP and COP and carries out any other tasks assigned by the COP to ensure proper management of the project activities in Jordan.

The Senior Technical Advisor position is contingent upon award of the Jordan PDR-PHC Activity to Abt Global.

Key Roles and Responsibilities

• Provide guidance on the technical approaches for project activities to prevent, detect, and respond to emerging threats;

• Deliver technical assistance to local partners and government stakeholders;

• Support the COP to ensure that the project’s activities are aligned with USAID/Jordan’s and the Government of Jordan’s GHS priorities and requirements;

• Deliver the project’s technical assistance team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation;

• Collaborate with USAID/Jordan, local partners, and other stakeholders to ensure project activities aligns with global and local best practices and shares lessons learned during implementation.

Minimum Qualifications

• Master’s degree or higher public health, medicine, health policy, international development or another relevant field;

• Possesses deep knowledge in one or more technical areas: global health security; infection prevention control; primary health care; AMR; biosafety and biosecurity; biosurveillance; one health.

• Minimum 8 years’ prior experience in implementing large donor funded health projects;

• Previous technical and implementation experience for USAID programs preferred;

• Demonstrated ability to work closely with local partners and to develop their capacity required;

• Demonstrated experience interacting with government agencies, civil society counterparts, and international donor agencies;

• USAID experience preferred;

• Strong written and verbal communication skills;

• Strong English writing/speaking skills required and fluency in Arabic preferred.
