PROJECT MANAGEMENT PLANNER (WARFIGHTER BRAIN HEALTH)
The Project Management Planner (PMP) is a subject matter expert in the planning and execution of a variety of projects. The PMP is responsible, in collaboration with the TBICoE lead, for planning and overseeing of projects from initiation to close (i.e. cradle to the grave) in order to ensure projects are completed on time and within budget.
Project managers develop plans giving significant considerations and monitoring of resources allocated to the project. They also monitor progress of the project in order to keep stakeholders informed of the status of the project.
The PMP can expect to be involved in a wide variety of projects, including but not limited to projects involving clinical recommendations and tools, education products, dissemination and implementation projects, research projects, and communication projects.
The PMP will have several years of experience in the area of project management planning and execution as well as professional certification in PMP. They will use this experience to present recommendations to the Government on how to improve the management of TBICoE projects and programs. In line with their training and experience, the
PMP will also make recommendations on improvements to projects that can reduce cost or increase effectiveness and efficiencies within the project.
Project managers generally need to have a Bachelor's degree in computer science or business, as well as several years of experience in the relevant line of work with increasing responsibility. Many project managers choose to pursue a Project Management Professional (PMP) certification. To obtain a PMP certification, one must have a degree (associate's or Bachelor's), a certain number of hours leading and directing projects, a certain number of hours of project management education, pass an exam, and participate in ongoing professional development.
Successful project managers are detail-oriented and have excellent communication skills.
Primary Responsibilities:
- Work with TBICoE to define a project and then create a process to bring the project to fruition. This includes setting and managing staffs expectations, developing a detailed project plan, defining the scope of the project and making recommendations on the assignment of team members to specific tasks. The PMP will also ensure the project is appropriately described in order to prevent or minimize any mission creep.
- The PMP, in collaboration with the TBICoE lead, will create an accurate timeline of project completion to ensuring tasks are finished on time and within the confines of the plan. This also requires the PMP to remain aware of the status and progress of the various projects they oversee.
- The PMP will track project performance, in order to analyze the successful completion of short and longterm goals. This will also require the PMP to measure performance by utilizing appropriate project management tools and techniques
- The PMP must also anticipate delays or roadblocks that may impact the project. They are then responsible for keeping the team and leadership aware of the issue as well as the impact. They will also use their experience and training to problem solve the issue in order to keep control of a project and to keep the project on track.
- The PMP will monitor the allocation of resources assigned to a project in order to keep the TBICoE lead aware of any risk or over burn of resources. The PMP is also responsible for assisting with coordination of internal resources and when required with third party vendors for the successful execution of the project(s).
- Upon conclusion of a project, the PMP will evaluate the plans efficiency and effectiveness. This is a critical step in order to accurately identify what went well as well as what went wrong with the project. This process can lead to the identification of issues that can be used to prevent similar iss es in future projects.
Position Requirements: Knowledge, Skills and Abilities: Serves as a subject matter expert in the area of Project management planning and as a result the incumbent will need a proven work history of PMP. Candidate must possess the knowledge of and be able to work with a wide variety of staff, including military and civilian clinicians, researchers, educators and administrators. Must have a proven ability to creatively solve problems as well as excellent analytical skills. As the incumbent will work with a wide variety of staff, they must also possess strong interpersonal skills and the ability to communicate in stressful environments. Must have experience in project management planning and its applicable tools.
Minimum Education/Training Requirements:A masters degree in an appropriate field relevant to overseeing projects within a healthcare environment. With the concurrence of the COR, a bachelors degree with a concentration in project management or other similar degree may be accepted in lieu of the masters degree. Nationally recognized Project Management Professional certification is required. Additional training in the area of project management and PMP certification preferred.
Minimum Experience:At least five years of experience as a certified PMP overseeing a variety of projects within the healthcare arena.
Required Licenses:None. National level Project Management Professional certification required. Experience in DoD/military/VA health settings preferred.
Physical Capabilities:Must be able to sit for prolonged periods.
Supervisory Responsibilities/Controls:May supervise contract staff working on identified projects.
Work Environment:HQ TBICoE office setting. May involve travel from HQ to Network sites and meeting venues. Must be available to travel locally, regionally and nationally.
