The State Highway Administration’s (SHA) O ffice of Materials Technology is currently recruiting for an Assistant Division Chief, Pavement Management (Transportation Engineering Manager II) in A nne Arundel County . This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.
Nature of Work: This position will lead the Pavement Management Section in its mission to provide a decision-support system to the pavement network effectively and efficiently. This involves managing the complex activities and projects in collecting, processing, quality-assuring, analyzing, and reporting pavement performance, pavement materials, structure, and construction history for pavement management and pavement design projects. The Assistant Division Chief will establish, monitor, and lead adherence to annual and long-term pavement system preservation plans by supporting the project and treatment selection under the Fund 77 program.
This position also requires a sound understanding of pavement management, pavement preservation and pavement design principles, leadership and management skills, and excellent communication skills. The Assistant Division Chief for Pavement Management reports directly to the Division Chief and provides leadership and direction to staff to complete work.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.
Selective Qualification: Four (4) years of the required experience must have involved pavement engineering and/or pavement management.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).
PREFERRED QUALIFICATIONS:
The ideal candidate will possess the following:
Knowledge of pavement management systems, to include data collection/analysis, target setting, project/treatment selection, pavement preservation and rehabilitation techniques and strategies
Ability to manage multiple and complex engineering projects
Knowledge of the design and project delivery process
Knowledge of The American Association of State Highway and Transportation Officials (AASHTO) pavement design, including Mechanistic-Empirical Pavement Design Guide (MEPDG) guidelines
Excellent leadership and project management skills
Excellent statistics and computer skills
Licenses & Certifications
Candidates must possess a motor vehicle operator’s license valid in the state of Maryland.
