The State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Team Leader (Transportation Design Engineer V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Team Leader will function as a Licensed Professional Engineer in the Traffic Engineering Design Division (TEDD) within OOTS. This position is responsible for the supervision, management, administration, and coordination of complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS) statewide. The Team Leader will supervise a team comprised of licensed and non-licensed engineers and consultants. This position will perform design, reviews, and approve the TCD and ITS design for multiple projects including areawide, formally advertised, developer, alternative delivery, and shop force projects. This position will provide guidance and oversight of the design and project management performed by the team members, participate in the development of budgets, processes, procedures, and standards for TCD and ITS design, and track and monitor monthly expenditures for design consultants and construction contracts. This position will also manage one or more of the programs administered by TEDD. The Team Leader will coordinate budgets and schedules and oversee design tasks. This position will represent SHA at various meetings, develop and update program guidelines, and respond to program related inquiries. This position will provide assistance in training, guidance and coaching to in-house designers, technicians, and engineers performing TCD and ITS design.

Qualifications

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer.

Selective Qualification: One (1) year of experience in the design and management of Traffic Control Devices ( TCD) design and/or Intelligent Transportation System (ITS) design projects.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualification:

The ideal candidate should have the following :

  • Knowledge in the design and review of traffic control device plans: Expertise in the planning, design, and review of traffic control devices, such as signs, signals, and pavement markings, to ensure they meet safety and regulatory standards

  • Working knowledge of various manuals and guidelines: Familiarity with manuals and guidelines such as the TEDD TCD Design Manual, ITS Design Manual, Maryland Manual on Uniform Traffic Control Devices (MdMUTCD), American Association of State Highway and Transportation Officials (AASHTO) Policy on Geometric Design, AASHTO Roadside Design Guide, Institute of Transportation Engineers (ITE) guidelines, Americans with Disabilities Act (ADA) regulations, National Electrical Manufacturers Association (NEMA) standards, National Electrical Code (NEC), National Electrical Safety Code (NESC), Code of Maryland Regulations (COMAR), and Maryland vehicle law is essential. This demonstrates proficiency in understanding and applying industry standards and regulations to transportation design projects

  • Ability to handle multiple tasks: Manage multiple projects simultaneously, prioritizing tasks effectively to meet deadlines and project requirements

  • Ability to perform independent work under minimal supervision: Work autonomously and make decisions independently while ensuring that work aligns with the division's goals and standards

  • Effective communication and good customer service skills: Strong communication skills are essential for interacting with team members, clients, and stakeholders. This includes conveying technical information clearly, listening actively, and providing excellent customer service to ensure client satisfaction

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
