Position Description At the Anoka County Transportation Department, it is our vision to enhance and protect life by providing safe roads and eliminating traffic congestion. The department has an immediate opening for a Supervisor, Engineering who will perform various duties. Some of the critical responsibilities of this position include overseeing construction projects and the technical activities of employees and subcontractors on engineering projects including administering projects, delegating responsibilities, and ensuring local, state, and federal requirements are met. Pay & Benefits Salary: $92,601 to $111,113 ($44.52 to $53.42 per hour). 2024 Anoka County Salary Schedule Grade 38. $92,601 to $129,604 ($44.52 to $62.31 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Advancement/professional development opportunities. Work Location This position will work at the Anoa County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 7:00 a.m. - 3:30 p.m. Job Duties and Responsibilities These examples are not all-inclusive and are intended to be illustrative of the primary responsibilities of an Anoka County Supervisor, Engineering. Oversee construction projects and the technical activities of employees and subcontractors on engineering projects including administering projects, delegating responsibilities, and ensuring local, state, and federal requirements are met. Support concept development, design, construction, and inspection of projects on the County Highway System. Prepare plans, specifications, special provisions, and engineering cost estimates for annual overlay, crack sealing, and bridge maintenance projects. Gather information to prepare budgets for projects, drafts and estimate fees and resources for project planning. Create and provide technical assistance on engineering drawings, designs, and calculations. Evaluate and respond to questions or comments from the county regarding projects, operations, transportation needs, and department plans. Prepare engineering reports and project schedules to provide updates to projects. Oversee the Pavement Management Program system ensuring it is updated to maintain historical data and to plan for future projects. Ensure projects are checked for quality control in compliance with county, state and federal requirements and are completed on schedule and within budget constraints. Prepare technical guidance and direction for safety standards including proper use of equipment and personal protective equipment. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a b chelor's degree and at least 3 years of job-related experience In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis Successfully pass a criminal history and driver's license background check Preferred Knowledge, Skills, and Abilities Needed Degree in Civil Engineering, Construction Management, or related field Previous leadership experience Knowledge of design standards for construction of county roads and county state aid highways Knowledge of federal laws and state statutes and county policies pertaining to County Highway System Experience applying construction engineering principles, standards and techniques Knowledge and understanding of MdDOT Manuals MnDOT tech certification: aggregate, bituminous roads, concrete and grading & base U of M certification: Erosion control site management Physical Demands and Work Conditions Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness Hearing abilities required for general and phone communication, signals, and machine sounds Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
