Description of Job

TheDivision of Racingis looking for aTemporary Licensing Specialist (Administrative Assistant III) to join the team. A typical day for this person would include assisting the applications process for the Racing Division. These responsibilities include accepting and processing applications, receiving payment for services, maintaining records, and handling customer service. If you have in-depth experience working with a diverse customer clientele in a licensing or regulatory environment, then this is the perfect opportunity for you.

Application Processing

  • Establishes procedures to receive and process all ownership applications.

  • Ensures applications are complete, have proper fees, and are processed in the database.

  • Prepares reference letters, conducts computer checks on applicants and generates renewal notices.

  • Issues licenses after Director approval.

    Records Processing

  • Develops scanning and indexing standards and procedures.

  • Scans all correspondence relating to license files.

  • Ensures staff are meeting standards by reviewing scanned files.

    Licensing Customer Service

  • Performs license application processing.

  • Conducts background checks to determine statutory and regulatory suitability of applicants for a support racing license.

  • Interviews and consults applicants with problems that would prevent suitability in order to gain compliance with suitability requirements.

  • Fingerprint applicants.

    Disciplinary Actions

  • Finalizes all disciplinary actions taken by the Division against licensees.

  • Ensures the outcome of disciplinary action is accurately reflected in the licensing database and scans all documentation.

MINIMUM QUALIFICATIONS:

Education and Experience:

Three years of General Clerical experience. General Clerical work experience is typically performed by office clerks and/or administrative assistants this includes, but is not limited to tasks such as:

  • Experience providing exceptional customer service in the call center and/or online; interfacing with a variety of people from many levels within the organization and community.

  • Data Entry including: entering information into a program or database (appointments, contact information, customer records)

  • Regular, daily work responsibilities utilizing equipment and software used in offices (E-Mail, Microsoft Office programs (Word, Excel, PowerPoint), Google Apps, etc.)

  • Regular, daily work responsibilities utilizing computer systems, scanners, printers, copiers, fax machines and other technologies

  • Typing professional emails, letters, reports, briefings, forms, memoranda, etc.

  • Reviewing and comparing data for accuracy and completeness. Gathering specified information and compiling routine reports

    *In order to be considered for this position, your general clerical and/or call center experience must be documented on your application. (Part-time experience will be pro-rated.)

    Substitutions

    College or university coursework in Business Administration, Accounting, Public Administration, Political Science, or similar field may substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

The preferred candidate will possess the following qualifications:

  • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google Applications, and the ability to quickly learn other software systems.

  • The demonstrated ability to communicate clearly using a variety of tools.

  • The demonstrated ability to pay attention to detail and analyze the information to determine an outcome.

    DOR Required Skills and Competencies :

    Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

    Conditions of Employment with the Colorado Department of Revenue :

    1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.

    2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.

    Terms of Employment:

  • Temporary Aides are limited Per Colorado constitution, a temporary employee may work for the State no more than nine (9) months in a 12-month period. The 12-month period is not defined as a calendar or fiscal year, but a rolling 12-month period that begins with the month of the first day of work for the temporary assignment.

  • For continuous or regular (including part-time) work schedules, the temporary assignment starts the actual date the temporary employee begins work and ends after nine months. For example, a temporary employee who begins working June 15th may work continuously through March 14th. Upon completion of the continuous nine (9) month assignment the temporary aide must take four (4) months off prior to returning in the same position.

  • For intermittent "on and off' work schedules, each hour worked is counted toward a total nine-month limitation within 12 months. In this case, the temporary employee can work up to a maximum of 1,560 hours intermittently within a 12 month period. Upon the completion of a twelve (12) month period the temporary aide must take three (3) months off prior to returning as a temporary aide.

  • Temporary employees pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage. A temporary employee does not receive health/dental/life insurance benefits and does not receive annual/holiday pay. Temporary employees are called to work on an as-needed basis; there are no set hours or guarantee of hours.
