"EPA" Account and Project Lead - Business Development Manager

** The selected candidate needs to be based in the Washington DC metro area with a hybrid office work schedule (2-3 days per week in office or on a client site). Other candidates not residing in the DC region will be given consideration but still need to be available to work the hybrid schedule (travel & expenses cannot be reimbursed which is why the preference is for someone to already be in region). ​

Want to join a mission-oriented team to help grow ICF’s work with the U.S. Environmental Protection Agency (EPA)? We are looking to build on our history working with EPA since the 1980s to enhance our contributions to support EPA’s evolving climate, energy, transportation and sustainability programs. To do so, we are seeking an experienced professional who will provide leadership in business development activities and project delivery across ICF’s work with the EPA Office of Air and Radiation.

The business development aspect of this role includes responsibility for driving ICF’s Climate, Energy and Transportation Division’s overall service to EPA along the business lifecycle including understanding EPA’s evolving needs, identifying opportunities, organizing our team to design effective solutions, and helping ensure successful delivery of projects. The Account Lead will update and maintain a strategic business development plan to monitor service delivery, position us to grow our EPA business, foster client satisfaction, and seek innovation to and collaboration for emerging EPA opportunities. This includes working closely with existing ICF contract and project managers, ICF’s business development function, and senior leaders.

To ensure hands-on experience, this role will also contribute to technical delivery including providing management, analysis and quality assurance across several EPA climate, energy, and sustainability projects.

Responsibilities

  • Account Lead Role

  • Evolve and implement a strategic EPA climate, energy, transportation and sustainability account plan.

  • Understand EPA’s long-term vision for climate, energy, transportation and sustainability and work with ICF leaders to refine ICF’s role in helping to achieve this.

  • Monitor service delivery to ensure client satisfaction.

  • Increase the pipeline of opportunities.

  • Identify and qualify opportunities, and work with subject matter experts to design proposed solutions.

  • Identify key marketing messages and develop content to increase ICF brand awareness, working with the ICF Climate Center and marketing teams.

  • Project Role

  • Monitor and provide QC at the project level across OAP contracts at managers’ direction.

  • Provide technical analysis and strategic direction for EPA projects.

  • Provide expertise to help EPA clients evolve existing programs and launch new programs to address market barriers.

  • Oversee quality and customer service, and ensure client satisfaction.

Minimum Qualifications

  • Bachelor’s degree in sciences, environmental fields, engineering, business development or related disciplines.

  • 8+ years of overall experience in climate, energy, and/or sustainability, preferably with a blend of consulting and government .

  • 5+ years of experience leading or working on climate or energy projects for the U.S. EPA . This could be as a former employee of the EPA or work through a consulting firm.

  • 5+ years of experience supporting or playing an integral role in business development activities as this leader will play a key role in capture, bid and proposal processes and should demonstrate deep understanding of federal contracting requirements including ability to influence acquisition strategies.

Professional Skills and Abilities

  • Experience with climate, energy, transportation, and/or sustainability for government and private sector clients.

  • Experience with strategy development and execution.

  • Proficiency in oral and written communication skills.

  • Proficiency in interpersonal skills and self-motivation.

  • Proficiency in personal computer skills (Microsoft applications).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$114,039.00 - $193,866.00
