The primary purpose of this position is to serve as the Senior Program Security Officer ensuring the Joint Strike Fighter F-35 Air System is in full compliance with Special Access Program Policy, country specific Access Management Control Plan, and Security Classification Guidance so that the United States Department of Defense can export the air system to the F-35 co-development Partner nations. Responsibilities Perform SAP compliance inspections, Staff Assistance Visits (SAVs) at international SAP facilities to ensure that the Country Security Manager (CSM) is compliant during security compliance inspection. Review the security policies and procedures, international SAP documentation, and accreditation paperwork to ensure it is current with pertinent U.S. regulations and the country's AMCP. Implements and administers the SAP information security program. Directs policies and procedures for investigating security incidents to include espionage, internal or inadvertent disclosures to unauthorized persons, and other suspected compromises or losses of program information. Directs the Administration of the Information Systems Security Program. Directs the administration of an USAF- wide classification Special Access Information System Security Program. Assist with updates to the Technology Assessment/Control Plan (TA/CP). Performs as the USAF executive agent for the security of a SAP employing USAF-wide networking information system. Oversees and directs the administration and execution of a USAF-wide information systems security program related to the protection of a wide area classified network consisting of multiple nodes and terminals having presence at most USAF installations and numerous external US Government facilities. Directs the Personnel Security Program. Provides policy interpretation and guidance for the Personnel Security Program for the Program Security Officers, government agencies, and all entities involved in the SAP. Establishes policy for processing Program Access Requests (PARs)personnel. Ensures employees review and determine eligibility requests for personnel access consistent with directives. Ensures employees analyze each request to determine validity for access indicated, and that all personnel have valid need to know (NTK) prior to approving the requests. Directs the Physical Security Program. Ensures appropriate documentation and accreditors of Special Access Program Facilities (SAPF) are performed. Directs personnel in the review and approval of standard operation procedures (SOP), and other essential physical security documents. Oversees the evaluation of existing security practices, provides recommendation for types of control requirements and procedures, the number and kinds of safes, locks, fences, and markings needed. Assist in defining restricted or controlled areas and direct procedures for movement and handling of SAP material as needed. Provide security planning and direction for in-transit SAP systems, materials or documents. Provides policy oversight and interpretation to staff agency security managers, Contractor Program Security Officers (CPSO), and Contract Security Support (CSS) in implementing security education and motivation programs. Prepares policy letters informing security managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness. Recommends methods of adapting regulations to the local serviced organizations. Requirements Conditions of Employment Qualifications This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: in-depth expert knowledge of a major area of security specialization with demonstrated mastery of security administration policy and programs; comprehensive knowledge of security policy requirements to function as technical authorities in assignments requiring the application of theories and development to security problems not susceptible to treatment by accepted security methods, technology and procedures; knowledge in resolving major conflicts in policy and program objectives; mastery of knowledge in performing key decision-making and policy developing responsibilities in complex assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of SAP information, industrial, and personnel security policies, concepts, principles and practices to plan and implement security programs in these areas as well as USAF research and technology protection procedures. 2. Comprehensive knowledge of DoD, Air Force, and Intelligence Community program management policies and objectives. 3. Advanced knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 4. Demonstrate expertise in developing, analyzing, and evaluating security programs to meet classified mission requirements. 5. Skill in performing full range of personnel management responsibilities to include technical oversight and coordination of all security training; and other functions as directed; and independently accomplish difficult and complex advisory functions which are characterized by a great depth, breadth, and variety of program applications. 6. Proven ability to establish effective professional working relationships with coworkers, subordinates, high- ranking officials and customers. Contributing to a cooperative working environment and a successful accomplishment of the mission. Demonstrated ability to communicate with high-ranking officials orally and in writing, clearly, concisely, and accurately. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Special Sensitive: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13M, DoD Security Accreditation and Certification. The Listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAFIAA) or their delegated security career field representative. 4. Key Position: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
