SOS International LLC (SOSi) is seeking a Director, Country Operations to lead and oversee all aspects of SOSi’s operations in Qatar, ensuring compliance with USG contracts and local laws and regulations. The ideal candidate will be responsible for Coordinating with SOSi’s PMs on all Prime USG Programs in Qatar, interfacing with all stakeholders (e.g. clients, NGOs, UN agencies, DOS agencies), managing client relationships, coordinating with local vendors and subcontractors ensuring the successful delivery of services. This role requires a strategic thinker with strong leadership skills, cultural sensitivity, and a deep understanding of the local business environment.
Essential Job Duties
Enhance the operational aspects of the company's contracts in Qatar, ensuring timely and efficient service delivery.
Check and enforce company policies and procedures, ensuring compliance with USG regulations and local laws.
Provide expertise and assistance to the PM at CAS for contract modifications.
Interface with CARE DOHA, IOM, and liaise with Government Agencies, sub-contractors, and vendors used by SOSi.
Collaborate closely with our government customer and PM to identify the program's operational requirements within the scope of work.
Work closely with local authorities, partners, and agencies to ensure the program complies with DOS policies and regulations and aligns with the efforts of other agencies.
Conduct regular visits to evaluate program effectiveness, develop improved methods, and share findings with the PM and VP for Operations to guide the general direction of the program.
In collaboration with the VP Operations and PM, identify opportunities and contribute to the design of new program concepts.
Draft concept notes, working budgets, assessment reports, and results framework.
Confer with and advise PM and staff and other key stakeholders providing technical advice, problem-solving assistance, answers to questions, and program goals and policy interpretation.
Convey relevant information from the PM to keep them informed and engaged in the strategic direction of the program.
Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organizations, and other international sectors, to enhance cooperation and coordination.
Attend coordination meetings relevant to country programs as directed by VP Operations.
Client Relations:
Act as the primary point of contact for the SOSi PMs at CAS in Qatar.
Develop and maintain strong relationships with key stakeholders, including government officials, and subcontractors, vendors, Qatari Government agencies
Ensure high levels of client satisfaction by delivering services that meet or exceed contractual obligations.
Business Development:
Identify and pursue new business opportunities within the region—and other CARE platforms e.g. Albania and Philippines.
Work closely with the business development team to prepare proposals, bids, and presentations for new contracts.
Monitor and analyze market trends, competitor activities, and client needs to inform strategic decisions.
Financial Management:
Develop and manage a budget for Country Operations, ensuring efficient use of resources and adherence to financial targets.
Oversee financial reporting and forecasting for the Qatar operations.
Ensure compliance with financial regulations and company policies.
Compliance and Risk Management:
Ensure compliance with all USG contract requirements, local labor laws, and company policies.
Identify and mitigate risks associated with operations in Qatar.
Maintain a strong understanding of local political, economic, and security conditions.
Reporting and Communication:
Provide regular updates to the PM at CAS and (VP Operations) on the status of operations, financial performance, and strategic initiatives.
Assist the CAS PM to prepare and submit required reports to USG clients and local authorities.
Minimum Requirements
Active in Scope Secret clearance.
Bachelor’s degree in Business Administration, International Relations, or a related field. Master’s degree preferred.
Minimum of 10 years of experience in international business management, with at least 5 years in a leadership role within the Middle East region.

Living and working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
