COUNTY OF BUNCOMBE Accounting Technician III in Asheville, North Carolina

The Buncombe County Department of Tax Collections delivers a vital service to the County, incorporated municipalities, and fire districts within Buncombe County's borders.All employees within the department focus on fostering positive interactions with members of our community, while also following policies and procedures in accordance with State guidelines. We are a small, tight-knit team of 13 individuals who focus on delivering exceptional service to our taxpayers while providing support and encouragement to one another. An Accounting Technician in this position is responsible for the accurate and timely reporting and verification of all financial activity occurring within Tax Collections, as well as ensuring compliance with state and county laws and policies. Specific responsibilities of this position involve a wide variety of accounting functions including, but not limited to, daily updates to the General Ledger, verifying and backing up daily collections deposit activity, refund and Non-Sufficient Funds (NSF) processing, occupancy tax and gross receipts reconciliations, as well as other monthly and year-end accounting reconciliations, and internal lock box processing. This position also works closely with the Daily Tax Collections Supervisor to resolve unique issues involving tax payments while maintaining departmental consistency and keeping in compliance with state and county regulations.

The ideal candidate for this position will have proven accounting experience in the areas of organization, records maintenance, work-flow process creation, and problem-solving, along with strong teamwork and communication skills.

This position works fully in-person from the Tax Collections office at 94 Coxe Avenue, Asheville, NC 28801. Employees hired into this role must live within a 2-hour drive of this work location. The work schedule for this position is Monday - Friday from 8AM - 5PM with an unpaid hour lunch break.

Purpose of the position:

This position performs moderate accounting and administrative work associated with the receipt and disbursement of departmental funds.

Minimum Education, Training and/or Experience (required at time of hire): High school or General Education Development Diploma (GED) and four (4) years of experience; or Associate degree in accounting or related field and two (2) year experience; or an equivalent combination of training and experience.

Essential Functions of the position:

  • Perform standard accounting functions which may include accounts payable, accounts receivable, invoicing, auditing, purchasing, payroll, and general ledger.

  • Maintain records; create reports; perform account reconciliations and prepare related deposits, invoices, payments, work sheets, cash balances, proofs, and schedules as appropriate for assigned area of responsibility.

  • Analyze data and prepare periodic and annual expenditure, revenue, budget, and other reports; assist in the preparation of required annual financial statements.

  • Evaluate standard fiscal transactions, procedures, and practices, and determine and initiate appropriate action.

  • Respond to internal and external inquiries, provide information and technical assistance with regard to accounting information and transactions.

  • Participate in the workflow of the office to meet deadlines; ensure compliance with established laws, regulations, policies, and procedures.

  • Maintain clear, accurate and complete logs, files and records and provide reports to management staff as requested.

  • Performs other related duties as assigned.

Knowledge, Skills, Abilities:

  • Knowledge of accounting principles and practices, terminology, methods, and procedures.

  • Knowledge of established governmental an departmental bookkeeping practices and procedures.

  • Knowledge of standard office procedures, practices, and equipment.

  • Knowledge of pertinent Federal, State and local laws, codes and regulations.

  • Ability to understand, interpret, and apply laws and regulations to the maintenance of financial records.

  • Ability to prepare fiscal reports and analysis of financial statements.

  • Ability to perform mathematical computations with speed and accuracy.

  • Ability to use Microsoft Office Suite (Excel, word, PowerPoint, Access) at the intermediate level.

All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
