COUNTY OF BUNCOMBE Program Supervisor - Social Work Services in Asheville, North Carolina

Buncombe County Health and Human Services Department is hiring for a Social Work Program Supervisor. Buncombe County has a robust Social Work Program with multiple divisions. This position will primarily work in Permanency Planning supporting parents and children to have successful family time and contact (visitation) meetings.

This position will supervise four Social Work Assistants and up to 5 part-time contract Social Workers. This position will report to our Social Work Program Manager and will work a Monday - Friday schedule from 8:30AM to 5:30PM with flexibility on start and end work times.

This position works fully in-office and will have an office in the GRACE Center located 121 Sherwood Road, Asheville NC 28803.

The hiring timeline for this position includes interviews the week of June 24th with an anticipated start date on or after July 8th, 2024.

Purpose of the position: This position is responsible for performing supervisory work in administering direct services for assigned program(s).

Minimum Education, Training and/or Experience (required at time of hire): Bachelor's Degree in related field and two (2) years of related experience; or an equivalent combination of education and experience.

Essential Functions of the Position:

  • Assign, direct, and supervise activities of program staff, ensuring adherence to established laws, policies, procedures, and standards.

  • Assist in development of policies and procedures for program, ensuring adherence to applicable federal, state and local laws, rules, and regulations; advise subordinates of policy and procedure changes.

  • Administer routine personnel matters affecting subordinates, including interviewing applicants, hiring, training, granting leave, appraising disciplining, etc.; prepare and submit various reports and records as required by department or County management.

  • Assist in evaluating fiscal and programmatic performance outcomes and ensure accurate and timely reporting and data driven decision-making.

  • Establish and maintain contact and working relationships with community resources.

  • Review and/or prepare periodic reports of program activities and makes or recommends changes in program policies and procedures to resolve identifiable deficiencies.

  • Ensure processes used in assigned program comply with approved program goals.

  • Perform other related duties as assigned.

Knowledge, Skills, Abilities:

  • Knowledge of principles, practices, procedures and philosophies of Social Work services.

  • Knowledge of ethical guidelines applicable to the position as outlined by professional standards, federal, state and local laws or ordinances.

  • MS Office software; and experience in data entry in a web-based data system.

  • Skilled in solving problems analytically; maintaining accurate records, files and reports; coordinating multiple tasks simultaneously; communicating effectively both orally and in writing;

  • Ability to maintain cooperative working relationships with staff and individuals outside the agency;

  • Interpersonal skills as applied to interaction with coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.

In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
