Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services ’ company, is looking for an Economist II to support the Research Team of the Epidemiology Branch at the Office on Smoking and Health (OSH). Under guidance of the Research Team Lead and Senior Economist, this individual will conduct research that: contributes to the assessment of smoking-attributable economic burden, analyzes sales trends and product typology, and evaluates the budget impact of program and policy interventions to alleviate the health and economic burden of smoking. Additionally, they will assist in drafting and submitting manuscripts of the research for publications in peer-reviewed journals.

Responsibilities
Assist in relevant data collection and quality checks, prepare and manage data, implement econometric analyses and modeling, and draft manuscripts pertaining to assigned economics research projects.
Contribute to projects such as the Economic burden of tobacco use by updating the economic consequences components to the Smoking-Attributable Mortality, Morbidity, and Economic Cost estimates; Economic evaluation of Quitline: Impact on cessation-related health care costs and cost-effectiveness of tobacco use prevention programs and policies.
Assist in identifying, maintaining, and analyzing data
Conduct literature reviews for the assigned task/projects
Take lead in data management, and analyzing secondary data for assigned projects
Assist in interpretation of research findings.Prepare manuscripts for dissemination to internal stakeholders and for publication in peer-reviewed journals.
Assist in conceptualization and development of economic research and evaluation projects
Other duties as assigned
Qualifications
Master’s degree or PhD (preferred) in economics or applied economics from an accredited college or university, that includes at least 21 semester hours in economics and 3 semester hours in statistics.
At least five years of work experience after master’s degree or at least two years of work experience in Public Health after completing PhD degree.
Knowledge, Skills and Abilities:
Knowledge and experience with health economic research methods and statistical techniques used in economic evaluation and policy analysis of public health prevention activities (such as two-part models, difference-in-difference analysis, interrupted time series analysis, trend analysis) using national surveys such as Medical Expenditures Panel Survey, National Health Interview Survey, and using large administrative claims data.
Ability to design and manage complex economic assessment projects, including protocol development, development of research design, identifying appropriate data sources, and data analysis.
Experience and ability to manage and analyze data independently with minimum intervention from team lead or senior economist.
Skilled at problem-solving and optimizing processes for efficiency gains.
Knowledge and experience with application of budget impact and cost-effectiveness methods to assess the tobacco use prevention programs and policies.
Advanced knowledge and skill in statistical/econometric modelling using SAS/Stata
Work independently and proactively.
Attention to detail and documentation.
Skills in oral and written communications
Final salary determination based on skill-set, qualifications, and approved funding.
