ICF Policy Analyst (Remote) in Atlanta, Georgia

Description

ICF is seeking a Policy Analyst to support our Centers for Disease Control and Prevention (CDC) clients. The Policy Analyst is responsible for all stages of the policy management lifecycle: analysis, development, implementation, and support. Work experience should highlight public health policy or clinical health policy acumen, management consulting, quality management and control. Dedicated to excellence in customer service and proven track record of working with clients in a professional manner, the candidate should showcase project delivery experience supporting public/clinical health programs and relevant experience in management consulting. The candidate should have strong analytical, communication and writing skills.

Key Responsibilities

  • Assists with completion of policy objectives as specified by the CDC’s National Syndromic Surveillance Program (NSSP) leadership team.

  • Assists jurisdictions in data use agreement (DUA) creation/modification, understands and manages policy landscape, coordinates with CDC’s Office of Public Health Data Surveillance and Technology (OPHDST) Public Health Data Policy and Standards (PHDPS) division.

  • Assists a wide range of internal and external stakeholders, e.g. clients, public health state, tribal, local, and territorial (STLT) partners, vendors.

  • Support development and implementation of overarching technical assistance strategy to include policy analysis, development, and coordination across STLTs.

Project Management

  • Provide project coordination and collaboration with operational timeline support involving input from other CDC Centers Institute and Offices (CIOs)

  • Establish and manage a standardized project plan for Data Use Agreement (DUA) process, including implementation and guidance documentation.

  • Establish and manage standardized project plans for other programmatic areas, including technical assistance and various STLT engagement efforts (including NSSP Community of Practice and training support).

Strategic Planning and Organizational Design

  • Determine impact of strategic plans on current and future DUA organizational design.

  • Develop strategic/project plan based on the ELC Lifecycle.

  • Experience working with principles of planning and analysis, e.g., managing program requirements, conducting studies, maintaining deadlines.

Data Management Strategy

  • Assess current data management processes and systems and develop recommendations for improvement.

  • Assist with development of various reports and products.

Technical Assistance

  • Support development and implementation of overarching technical assistance strategy to include coordination across STLTs.

  • Support various training initiatives (STLT and internally facing), as needed.

  • Support development and implementation of a Community of Practice strategy, as needed.

  • Identification of next steps to improve gaps and areas of opportunity discovered in assessment through strategy development and planning sessions.

Basic Qualifications:

  • Bachelor's degree from a recognized college or university with major course work in health sciences, policy, political science, law, public health informatics, epidemiology, prevention science, or equivalent education

  • 2+ years of experience in the public health sector: Federal, State, Local or in emergency preparedness.

Preferred Qualifications:

  • Government experience in navigating complex federal/state/local policies and processes.

  • Experience providing support to emergency response and public health readiness strategies.

  • Experience working with large cooperative agreements and programs.

  • Experience coordinating work with various stakeholders both internal and external to the agency.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$57,737.00 - $98,153.00
