ICF Consulting Group, Inc. Public Health Data Analyst in Atlanta, Georgia

The Public Health Data Analyst, primarily using SAS, will work with national HIV cluster and outbreak detection and response activity data. Will assist in disseminating national HIV data in the form of supplemental surveillance reports, manuscripts and other similar products (analyzing and disseminating surveillance data), analyzes molecular data to identify growing transmission clusters, analyzes case surveillance data to identify time-space clusters, and supports analysis of data from cluster and outbreak responses. A few responsibilities, but not limited to, are included below:

  • Analyzing molecular surveillance data to identify growing transmission clusters.

  • Analyzing case surveillance data to identify geospatial clusters.

  • Estimating the prevalence of HIV drug resistance-associated mutations, including transmitted HIV drug resistance-associated mutations.

  • Disseminating HIV molecular HIV data to assist HIV treatment, prevention, and program planning and evaluation.

  • Developing supplemental surveillance reports, manuscripts and other similar products for subpopulations.

  • Monitor the number & characteristics of persons who have been diagnosed with HIV.

  • Monitor the number & characteristics of persons with early HIV infection.

  • Monitor HIV prevalence, care status, morbidity and mortality by demographic, geographic, and risk/behavior characteristics

  • Provide standardized case definitions, data collection forms, reporting software, and technical assistance to cooperative agreement recipients and training in the form of written materials, guidelines for program performance, field visits, and meetings and workshops

  • Monitor HIV drug resistance, transmission patterns, genetic diversity

  • Conduct HIV molecular sequence data management activities and assess completeness of reporting completeness.

  • Developing and implementing standardized surveillance methods for monitoring early HIV infections.

  • Developing and implementing standardized surveillance methods to monitor trends in molecular HIV epidemiology.

Basic Qualifications:

  • BS/BA degree in Public Health, Statistics, or related field.

  • Minimum of 3 years of demonstrated experience with SAS programming in the following areas:

  • Understanding of relational tables and macros; ability to perform data linkages.

  • Experience in managing, merging, and analyzing large SAS data sets (i.e., >1 million records with >100 variables).

  • Expertise in large database manipulation, transfer and storage.

  • Experience in generating SAS-based reports using a variety of methods (e.g., PROC REPORT, PROC TABULATE) and exporting those reports to other formats such as Microsoft Excel, PDF, and HTML.

  • Skill in manipulating and cleaning data using a variety of SAS functions, formats/informats, macros, and procedures.

Preferred Skills/Experience:

  • Master’s degree in Public Health, Statistics, or related field.

  • Experience working with molecular data.

  • Experience with developing, adapting, or reviewing programs written in python or R would be beneficial.

  • Experience with HIV data or similar.

Professional Skills:

  • Excellent time management and organizational skills and ability to meet short work deadlines.

  • Detail-oriented and able to create meticulous documentation.

  • Excellent oral and written communication skills: experience with written and oral presentation of data, ability to interact professionally with senior research staff and CDC.

  • Ability to work independently and within a group to develop and troubleshoot SAS programs.

  • Commitment to generating accurate data and products.

  • Ability to conceptualize and work within the big picture as well as the minute details
