This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.

Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles of the hub office location.

This role is eligible for hybrid or remote work, up to 100%.

Responsibilities

The Senior Technical Program Manager at Microsoft plays a pivotal role in scaling CO+I’s datacenter capacity delivery and network upgrade capability. Leveraging planning principles, they drive strategy initiatives, build cross-functional relations, and manage capacity delivery portfolios. Their responsibilities include ensuring proper governance, maintaining business processes, and enabling high-confidence delivery dates for customers. Additionally, they enhance predictability, reliability, and risk management through a robust Plan of Record (POR) while facilitating cross-functional initiatives to optimize performance and align with global decisions within the leadership team.

Program & Portfolio Management:

  • Drive cross-team programs to meet changing business needs, ensuring organization-wide implementation of strategic efforts.

  • Manage a portfolio of build, lease, network refresh, and other projects in assigned regions to meet customer needs.

  • Participate in strategic innovation and experimentation to address capacity delivery challenges.

  • Drive business results using key performance indicators, promote clarity, and motivate program teams for successful execution.

  • Collaborate with finance and supply chain organizations to ensure accurate capital spending and provide regular project updates to senior management and stakeholders.

Planning & Scheduling :

  • Oversee detailed project plans for large-scale datacenter construction, collaborating with stakeholders.

  • Influence cross-functional teams to meet project milestones and deliverables on time.

  • Monitor capacity delivery project risks and suggest contingency plans in partnership with regional end-to-end program teams.

  • Streamline processes, deploy tools, and leverage data analytics proficiency to optimize efficiency and meet business needs. Lead process improvements and change management initiatives.

Analysis of Demand Signals:

  • Guide teams to identify opportunities and gaps in the implementation of feature(s)/feature areas, including comparing various quality and performance metrics to different solutions.

  • Demonstrate and build experiences across multiple groups or divisions. Lead and coach teams to develop problem statements and form hypotheses to address complex business, program, customer needs, and/or market opportunities.

  • Determine and lead process improvements, driving change management initiatives. Utilize industry understanding to direct teams, ensuring alignment between internal stakeholders, senior leadership, and Microsoft’s goals and strategy.

  • Hold teams accountable for collaborating with others to satisfy customer requirements. Facilitate collaboration between their team and other partner teams to bring about solutions.

In this role, the successful candidate will collaborate closely with engineering, operations, planning, regional teams, and other program management teams to ensure that CO+I delivers capacity meeting customer needs. You will work with segment verticals to drive transformative programs, enhancing data center deployment and network refresh strategies. These programs will be at the forefront of innovation, requiring effective program management for pilots and other experiments that shape ongoing planning and strategy. Your responsibilities include investigating systemic issues related to existing Demand Signal to Datacenter colo readiness activities, streamlining processes, upgrading technology solutions, and collaborating with multiple segment owners, including technical teams, to implement scalable solutions. As the Senior Technical Program Manager you will engage with stakeholders to provide high-quality data for agile and accurate decision-making in our planning, scheduling, and management review systems.

Qualifications

Required/Minimum Qualifications :

  • Bachelor's Degree AND 4+ years’ experience in engineering, product/technical program management, data analysis, or product development.

  • OR equivalent experience.

  • 2+ years’ experience managing cross-functional and/or cross-team projects.

Other Requirements:

  • The ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to, the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications

  • Bachelor's Degree AND 8+ years’ experience in engineering, product/technical program management, data analysis, or product development

  • OR equivalent experience.

  • 6+ years’ experience managing multi-phase cross-functional and/or cross-team projects.

  • Demonstrated experience in leading large-scale projects and initiatives within a cloud infrastructure environment.

  • Ability to navigate complex organizational structures and build effective partnerships.

  • Analytical, problem-solving, and organizational abilities.

  • PMP, Lean Six Sigma, or PROSCI certification is preferred.

  • Experience in supply chain operations management. 

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $112,000 - $218,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $145,800 - $238,600 per year.
