Noblis Acquisition Specialist - Multiple Levels in Atlantic City Int. Airport, New Jersey
Responsibilities

Description
Noblis is seeking Acquisition Specialists to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will assist the development and management of various procurement and contract-related documents for the FAA.
Responsibilities
Assist in the development of Acquisition Plans and other procurement justifications and approval documentation.
Evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process using comprehensive knowledge of the AMS policies and processes.
Lead the program through the FAA’s JRC and the AMS processes, lifecycle, and milestones.
Develop Source Selection Plans, including the formulation of evaluation criteria.
Create and manage Contract Line Item structures.
Draft Statements of Work and task statements.
Prepare and process contract modifications.
Handle contract correspondence and ensure timely communication with all stakeholders.
Collaborate with project teams to ensure procurement activities align with project goals and regulatory requirements.
Provide guidance and support in all aspects of the acquisition process.
Proactively track and alert Government stakeholders to potential contractual, financial, performance, or programmatic issues.
Offer technical leadership, advice, and guidance on acquisition policy, processes, practices and procedures to other staff members.
Required Qualifications
Development of Acquisition Strategies and Plans compliant with applicable laws and regulations.
Program performance analysis, strategic program planning and contract procurement planning and execution
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
U.S. Citizen or Green Card Permanent Resident who hasresidedin the U.S. for 3+ years
Educational and Experience Requirements
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Senior-level
Minimum of 15 years’ experience with bachelor’s degree in any field. 5 years of relevant experience may be substituted for the bachelor’s degree.
Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges: $89,190 - $187,675
Mid-level
Minimum of 10 years’ experience with bachelor’s degree in any field. 5 years of relevant experience may be substituted for the bachelor’s degree.
Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges: $55,440 -$116,425
Junior-level
Minimum of 0 years’ experience with bachelor’s degree in any field. 5 years of relevant experience may be substituted for the bachelor’s degree.
Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges: $45,810 - $96,250
Desired Qualifications
Knowledge of and experience with FAA’s JRC and the AMS processes, lifecycle, and milestones.
Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
FAA experience highly desired.
Providing current support to FAA ATEPS II (air traffic engineering and program support)
FAA experience within the past 12 months

Additional Information:
Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
Possibility of some roles allowing for remote/hybrid employment.
All roles require U.S. Citizenship or Green Card Permanent Resident who has resided in the U.S. for 3+ years
All roles are contingent on position availability, customer funding, and customer approval.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $45,810.00 - USD $187,675.00 /Yr.
