The Maine Department of Marine Resources, Aquaculture Division, is seeking qualified candidates for a Marine Resource Management Coordinator position. The position is based in Augusta with the opportunity for remote work in compliance with Department policy.

BRIEF JOB DESCRIPTION:This is professional services work primarily processing and evaluating aquaculture lease applications. The position will serve as a Hearings Officer and will represent the Department in adjudicatory proceedings. Typical responsibilities include scheduling and administering lease hearings in compliance with the Maine Administrative Procedures Act, and Department statutes and regulations, analyzing testimony and evidence to develop a recommended written decision. This position will also regularly review lease applications to ensure they contain requisite information. Writing proposed lease decisions, legal notices, procedural orders, and responding to filings are a regular part of the position. Responsibilities also include conducting the Department’s rulemaking in compliance with state laws, including representing the Department at rule hearings and assisting in the development of pertinent laws and regulations. The successful candidate will be expected to have, or be capable of developing, policy expertise in aquaculture and rulemaking to effectively represent the Department.

Monthly in-state travel to hearings is required and is a regular part of the position.

MINIMUM QUALIFICATIONS:Education, training, and/or experience demonstrating technical expertise in marine resource and aquaculture program management or development and implementation of complex marine resource focused conservation projects.

PREFERRED QUALIFICATIONS:

  • Demonstrated ability to manage multiple projects at the same time.

  • Ability to work collaboratively with team members and leadership.

  • Experience conducting public hearings or meetings.

  • Experience dealing with contentious issues.

  • Ability to work independently with minimal supervision.

  • Willingness to travel in-state on a regular basis.

  • Graduate degree in a relevant field and/or a minimum of two years' direct experience working in a policy or regulatory role related to marine resource management.
