Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. General Description Performs highly complex (senior-level) consultative services and technical assistance work. Serves as program subject matter expert for the Centralized Accounting and Payroll / Personnel System (CAPPS) Asset Management module and member of the level 1 support team for CAPPS Financials. Updates, reviews, oversees and reconciles property and equipment transactions in the State Property Accounting System (SPA) and Centralized Accounting and Payroll/Personnel System (CAPPS) Financials Asset Management module. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university with major course work in Business, Supply Chain Management, Computer Science, Management Information Systems, Accounting, or related field. Experience: 4 years performing inventory management, property accounting, data analysis, or database development and maintenance work. CAPPS Financials, Purchasing and/or Accounting experience. Preferred Qualifications Preferred Experience: Experience with CAPPS Financials Asset Management module. Experience in inventory management and property accounting. Experience with the State Property Accounting System (SPA). Substitutions One additional year of performing inventory management, property accounting, data analysis, or database development and maintenance work., may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). It requires the ab lity to bend, stoop, kneel, and reach as needed for filing and similar office duties. Must be able to lift 20 lbs. using proper lifting and safety techniques. In this role you will: Day-to-Day Operations Serve as agencys Asset Manager for agency-owned assets. Document, review and update policies and procedures for internal asset management. Responsible for the day-to-day operations in support of agency asset tracking: o Update asset custodian and location information in CAPPS Financials Asset Management (AM) module o Monitor reports and assign custodians for newly received assets o Coordinate re-assignment of assets for terminating employees o Process Property Change Requests (PCRs) Maintain records for Asset Management (PCRs, Bills of Lading, PARs, etc.). Responsible for property disposal via TFC surplus process, including SPA and CAPPS AM entries. System Interface Schedule, maintain and run CAPPS to SPA interface. Review, analyze and reconcile Asset Management databases (CAPPS and SPA) Provide level one support for CAPPS Asset Management users. Assist users with Asset Management issues they are experiencing in this module Monitor Asset Management database interfaces; investigate and resolve issues; report issues as needed via CAPPS Service Desk which replaced the ASP ticketing system. Interpret SPA and CAPPS policies, procedures, rules, regulations, and standards related to asset management. Analyze, evaluate, create and train on solutions to minimize errors and maintain accurate information in field locations. Communication Reporting Conduct annual physical inventory and complete certification of agency-owned assets. Monitor and respond to asset management inquiries from agency property coordinators and external stakeholders (TFC, TDCJ or agencies responding to advertising). Assist accounting team with asset management information for the annual financial report. Assist with audits and open records requests within asset management. Perform other duties as assigned.
