Job/Position DescriptionThe Contract Specialist V position will support management under limited supervision, with extensive latitude for the use of initiative and independent judgement. The position primarily performs complex (senior-level) operational support activities for contract development, management and oversight work within Contract Administration and Provider Monitoring (CAPM). Work involves developing and implementing a broad range of contract administration quality assurance activities for the Medicaid Waiver Programs. Responsibilities include: serving as unit representative on rule writing workgroups, operational meetings, management briefings, legal inquiries and other workgroups, meetings, and committees as assigned; preparing and facilitating the coordination of administrative reports and studies, legislative and other management presentations; updating and maintaining web-based modules and website content; preparing contract sanction letters; performing specialized research projects; planning, assigning, and organizing the work of others; preparing monthly and quarterly performance measure reports for management review; testifying at hearings or court proceedings; and performing other duties as assigned. The position requires professional communication and interaction with division staff, agency executive management and program staff, elected officials and their staff, service providers, consumers, families and other stakeholders.Essential Job FunctionsDevelops policies, guidelines, procedures, and communications affecting the overall functioning of the division. Develops, implements, and maintains a broad range of quality assurance tools and protocols, tracking and assignment databases, and reports to determine/measure progress towards meeting the goals and objectives of the division. Develops and implements effective techniques for evaluating policies and procedures and devising solutions to achieve program improvement. Evaluates methods to streamline processes and ensure efficiency and effectiveness for the division, contractors and users of the services. Establishes goals and objectives. Coordinates, collaborates, and consults with staff in planning, implementing, analyzing, and documenting needsand actions and provides technical assistance for division planning. (30%). Researches and analyzes highly complex program or policy issues, facilitates the identification of strategies or actions to address complex issues, and determines whether planned actions to address issues are logical, complete, and in compliance with state and federal laws and regulations. Manages the categories, structures, and organization of information to maintain critical documentation and facilitate transparent and intuitive access. Gathers, assembles, correlates, and analyzes complex information summarizing key facts and providing supporting source documentation. (30%) Develops, implements, and maintains tracking tools for reporting on projects, initiatives, and contracting or related activities Coordinates the completion of required activities, tracks actions, and reports to management. Consults with staff who prepare status reports for management identifying progress, productivity, key milestones, and results of evaluation activities.
