TEXAS DEPARTMENT OF TRANSPORTATION E284 Transportation Engineer V in AUSTIN, Texas

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance in support of toll projects for the Department. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties: Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals. Leads/Trains professional and administrative staff. Coordinates on design schematics, performs reviews of in-house and consultant toll plans and projects. Oversees the development and support of transportation and toll operations systems. Performs highly advanced and complex planning work such as plan review, review of traffic and revenue forecasts, cost estimation calculations. Provides design and engineering support for districts in alternative delivery procurement, project development and construction. Develops and reviews engineering related documents, correspondence, and traffic revenue reports. Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to review and make recommendations to contractor schedules for toll projects. Serves as a member of a contract selection team. Serves as a project manager overseeing consultants performing advanced and complex engineering work. Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and other contract agreements and prepares and delivers a written evaluation of the consultant's performance. Assists with legislative inquiries and requests for information and participates in development of responses. Performs other job responsibilities as assigned.
