The Texas General Land Office is seeking a Training and Development Specialist IV within the Human Resources Department of the agency. Performs training and development work by organizing and conducting training sessions using various training methods. Work involves designing, delivering, and managing comprehensive training programs for agency employees to improve performance, efficiency, and organizational effectiveness. Assesses training needs, develops instructional material, and evaluates the effectiveness of training programs at the Texas General Land Office (GLO). Works under limited supervision, with moderate latitude for initiative and independent judgment. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. What Your Contributions to the GLO Will be: Organize, plan, design, and develop methods for assessing and evaluating training effectiveness. Analyzes organizational training needs through research, surveys, interviews, and job analyses. Designs, develops, and manages training programs, including eLearning courses, workshops, seminars, and multimedia-based materials, ensuring they align with the agencys policies, goals, and objectives. Customizes training content to meet the specific needs of program areas and agency staff. Creates training schedules, timelines, and materials (manuals, slides, assessments, etc.) that facilitate effective learning. Develop policies and procedures for all training programs and ensure compliance with applicable state regulations and GLO policies. Evaluate all training content and materials for accessibility, identify issues, and make recommendations to mitigate accessibility issues. Maintain accurate records of training activities, attendance, and certifications. Prepare and submit reports on training program outcomes to leadership. Experience in instructional and content design with the ability to formulate learning objectives, to develop training objectives, to assess the effectiveness of training, and to assess training needs. Leads and facilitates training sessions for agency employees at all levels, including new employee orientation, professional development, and compliance-based training. Ensures that training is engaging, relevant, and aligned with adult learning principles. Works closely with program area managers, HR teams, and subject matter experts to identify training needs and develop appropriate solutions. Provides consulting services to other agencies or departments on employee development and training needs. Participates in or leads team meetings, training committees, and planning sessions. Encourages a culture of continuous learning and professional development within the GLO. Qualifications: Minimum Qualifications: Graduation from an accredited four-year college or university with major coursework in human resources, organizational development, education, or a related field. Four (4) to five (5) years of experience training staff and working in multiple program areas within an agency. Three (3) to four (4) years of experience facilitating and overseeing employee and management evaluations. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It re uires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. Preferred Qualifications: Proficient in using Centralized Accounting and Payroll/Personnel (CAPPS). Experienced in creating content and delivering presentations.
