Oversees the appraisal program for the Texas Department of Transportation in the Right of Way Division. Work involves accountability for appraisal program lifecycle, resource management, stakeholder communications, and reporting. Work requires extensive contact and interaction with district and division staff, external and government entities, and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Develops and interprets policies and/or procedures to improve the appraisal process, appraisal documents, forms, manuals, and other supporting materials relating to acquisitions, disposals, and right-of-way cost estimating. Accountable for implementing the vision, development of the overall approach for the program, its major milestones, deliverables and managing the assigned budget to address and meet the desired goals and outcomes Leads, plans and directs the work activities of section employees. Oversees preparation of reports of findings and makes recommendations for pre-mediation meetings, settlements, hearings and/or jury trials. Oversees the review analysis of appraisals, appraisal reports and/or right-of-way estimates. Trains Department personnel in appraisal policies, procedures, and practices Verifies Fee Appraisers as state certified and approved and/or selects the best qualified for appraisal assignments. Advises and consults with Department personnel regarding recommendations, corrections or additional data required for appraisals, appraisal reports and/or eminent domain matters. Analyzes appraisals, and other documentation to determine decisions regarding eminent domain, Special Commissioner's awards and proposed settlements. Assists in resolving real estate acquisition, lease and/or appraisal problems. Drives to attend and document special commissioner's hearings and jury trials for eminent domain. Establishes salvage values of real estate in right-of-way acquisition; coordinates with others to determine what is realty and what is personal property. Locates and inspects comparable housing and maintains real estate market sales data. Coordinates with the contract team on Appraisal Contracts, and appraisal contract, and work authorization related matters. Coordinates, and negotiates hours for services, and/or work requirements with appraisers, technical experts and/or expert witnesses. Participates in field/process reviews with the real estate specialists of the local FHWA office. Researches and analyzes controversial real estate acquisitions. Serves as liaison with and coordinates activities between the Department, Office of the Attorney General, various governmental agencies and appropriate courts regarding real estate appraisals and controversial real estate acquisitions. Makes presentations to management and project teams. Performs other job responsibilities as assigned.
