TEXAS DEPARTMENT OF TRANSPORTATION P052 Right of Way Div. - Commercial Signs Inspector I/II/III in Austin, Texas

Plans and conducts conducts routine site inspections for new and existing billboard type signs to ensure statewide enforcement of federal and state laws pertaining to commercial signs and junkyards. Participates in the review, inspection, authorization, and possible issuance of permit and license requests. An inspector is required to travel throughout Texas, traverse different terrain in this job utilizing state of the art Technology for gathering data. Work is fast-paced, broad in scope and requires contact with private entities, local officials, as well as governmental agencies. Essential Duties:Commercial Signs Inspector I- Applies rules and policies pertaining to the commercial signs program. Assists in special inventories and projects related to the commercial signs management section when necessary. Assists in the collection of field data and compiles data into statewide database. Communicates and applies various city zoning ordinances as they pertain to commercial signs. Conducts internet research as needed to secure the identity, location, ownership, and other background information about individuals, business entities, and properties. Documents findings, understand and apply complex federal and state regulations, and to explain to the decisions made to affected individuals, groups, or businesses. Ensures Commercials Signs inventory is accurate and maintained. Explains laws and regulations relating to signs and junkyards. Informs supervisor/management of ongoing activity and critical matters affecting the operation and well being of the Commercial Signs Program. Monitors due dates for pending applications and when signs are erected. Provides proactive enforcement activities in the field, to discover unlicensed/unpermitted, signs, junkyards and other violations of federal and state laws. Performs inspections for possible violations and submits appropriate written reports. Prepares detailed reports of inspection and submits for review by the central office. May provide representation of TxDOT to General Counsel Division and the Office of the Attorney General in preparation of appeals and State Administrative Office Hearings (SOAH) cases. Reads and interprets highway plans and property plats to calculate right of way lines and determine the legality of commercial signs. Manages Records and documents in accordance with standards set by the Department. Reports incidents/accidents/near misses that resulted or could have resulted in personal injury. Scans commercial sign documents and saves these documents. Prepares reports as needed and maintains all record files in accordance with established Department policy. Performs other job responsibilities as assigned. Commercial Signs Inspector II - Conducts special inventories and projects related to the commercial signs management section when necessary. Coordinates removal, with the field agents, of illegal signs and right of way encroachments. Coordinates renewal process for licensing, permits, such as maintaining files, mailing out notices and renewal notices. Coordinates the issuance of licenses, permits, etc. Creates custom maps using ARC View Geographic Information System (GIS) software of different areas in Texas to show Delivers presentations or training using acceptable, department approved methods and techniques. Oversees and prepares reports as needed and maintains all record files in accordance with established Department policy. Oversees the approval/denials on commercial signs applications for completeness, which includes reviewing legal documents and plans. Reviews and researches legal aspects of inspections, and may recommend actions as appropriate. Schedules and/or coordinates appointments, meetings, training, or other activities; gathers materials and follows up as needed. Resolves complex issues with commercial sign customers. Applies rules and policies pertaining to the commercial signs program. Communicates and applies various city zoning ordinances as they p rtain to commercial signs. Performs site reviews for off-premise commercial signs along National Highway Systems and Rural Roads. Processes payments for permit and license applications and renewals. Resolves more complex issues with commercial sign customers and serves as resource to other inspectors. Applies rules and policies pertaining to the commercial signs program. Communicates and applies various city zoning ordinances as they pertain to commercial signs. Conducts internet research as needed to secure the identity, location, ownership, and other background information about individuals, business entities, and properties. Conducts special inventories and projects related to the commercial signs management section when necessary.
