TEXAS WORKFORCE COMMISSION Quality Assurance Program Manager (Telework) in Austin, Texas

WHO YOU ARE: Seeking an innovative IT program management specialist to manage the Project Quality Assurance (QA) Program in the Applications Solutions (AS) Department, Information Technology (IT) Division. Performs program manager work creating, developing, coordinating, implementing, overseeing, and executing a QA program for projects and portfolios of projects conducted by the AS Department. Although there are similarities between Program Management Specialists and Project Managers, Project Managers are responsible for the daily management of projects from start to finish, while the Program Management Specialist will work with ongoing agency or statewide programs such as the IT division that may include multiple projects.

You must have experience using an industry standard project management methodology / life cycle including initiating, planning, executing, monitoring, controlling, and closing projects in a full time, paid work setting. Successful experience managing information technology projects having intersections with solutions development life cycle (SDLC) methodology is preferred. You must have experience estimating level of effort, forecasting durations, controlling project budgets, schedules, scope, project change, risks, issues, and human resources. Must have problem solving, critical thinking and analytical skills and the ability to communicate in a professional, customer-focused manner including making presentations and training staff at varied organization levels. You will collaborate with IT directors, particularly the Directors of the AS Project Management Office (PMO) and Scheduled Releases (SR), cross-functional teams, business partners, project managers, systems managers, and contract managers.

WHAT YOU WILL DO: The Quality Assurance Program Manager is selected by and accountable to the Deputy Chief Information Officer (DCIO) of AS with the approval of the CIO. Performs advanced (senior-level) program manager work to plan, organize, schedule, implement, monitor, control, and continuously improve a Quality Assurance Program for the AS departments portfolios of projects. The goal of the QA Program is to elevate project managers skills and performance, thereby improving the AS departments project and portfolio performance. The department provides services related to technology used by TWC program areas providing services and support for a robust labor market and putting people back to work. Assesses open projects for compliance with IT Handbook policies and procedures and project management methodologies including scalability. Supports the DCIO's succession planning to ensure uninterrupted business continuity. Maintains a reliable, predictable work schedule. May be called upon to work outside of normal business hours to sustain operations or complete urgent assignments. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Develop or update guidelines, policies, procedures, frequently asked questions (FAQs), standards, and instructions for project managers, staff, contractors, and customers of assigned IT department. -Design, build, and conduct knowledge transfer. -Conduct independent assessments of individual projects to verify compliance with IT Handbook policies and procedures, Texas Pr ject Delivery Framework, and Texas Administrative Code (TAC) 216 on Project Management and provide written reports/report cards/dashboards to the DCIO for AS and Directors for PMO and SR on findings, risks, issues and recommendations for immediate corrective actions. -Coach and mentor AS project managers on policies, procedures, and effective execution of such. -Prioritize and set workload expectations for the Quality Assurance Program. -Collaborate and consult with IT directors to implement approved corrective actions. -Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT. -Contribute to teamwork and communicate effectively. -Collaborate with CIO and IT directors to create and maintain ITs values and operating principles, work to establish a culture of accountability, teamwork, excellence, ingenuity, and innovation to promote an image of IT excellence. -Perform other duties as assigned to maintain IT operations.

YOU ARE A GREAT FIT WITH: -Bachelor's degree in project management, Information Management, Business Analysis or related field and 8 years IT project management and/or project quality assurance experience (at least 5 years project management experience over solutions engineering projects; and, 3 years experience in progressive growth, management, and leadership responsible position). -Experience in strategic planning, resource allocation, leadership, management, and the coordination of people and resources to achieve solutions through information technology. -Experience developing policies, reviewing guidelines, procedures, rules, and regulations. -Experience establishing priorities, standards, and measurement tools for determining progress in meeting goals. -Ability to support a cooperative and collaborative work environment. -Excellent interpersonal/communication and presentation skills with the ability to articulate technical issues and solutions to all levels of the agency. -Demonstrated knowledge of industry trends, standards and tools. -Strong consultative, analytical, and problem-solving skills. -Demonstrated logical approach to problem determination; detect and determine root causes for recurring and complex issues. -Strong competencies in planning, project management, leadership and organization. -Ability to produce and present clear, concise and professional communications and presentations. -Experience with a Solutions Development Lifecycle (SDLC). -Knowledge of Texas Workforce Commission programs. -Project Management Professional (PMP) or formal project management training and/or certification. -Formal Certified Texas Contract Manager (CTCM) certification.

YOU QUALIFY WITH: -Graduation from an accredited four-year college or university with major coursework in a field relevant to assignment plus two years of experience in project management in relevant areas of project assignment. -One year of full-time experience in project management in relevant areas of project assignment may be substituted for each year (30 semester hours) of education.
