TELEWORK This position offers an opportunity for a hybrid work schedule with a minimum 2-day work in office. YOUR FUTURE TEAM As part of TCEQs Office of Water, you would contribute to ensuring clean and available water and protecting Texas water resources. This position is a member of our Water Quality Planning Division. See details about what we do. Qualifications: KEY QUALIFICATIONS Experience developing umbrella contracts, state/corporation contracts, work orders, and/or contractual amendments. Experience with State of Texas contract procedures and policies. Experience communicating with vendors, and/or assisting vendors with contract language interpretation Experience reviewing/rejecting invoices. Experience using Centralized Accounting and Payroll/ Personnel System (CAPPs) and using Microsoft Excel data entry, reports, and data manipulation. HERES WHAT YOULL BE DOING... Coordinate and serve as a liaison with other agency staff (Office of Legal Services, Financial Administration Division, and other TCEQ Divisions) on the development of contracts and grants, including amendments, changes, and modifications. Develop and maintain contract and grant tracking spreadsheets/databases for reporting to upper management. Oversee the contract billing process and resolve discrepancies by defining causes and recommending appropriate corrective actions. Resolve audit exceptions by defining causes of errors and recommending appropriate dispositions. Coordinate the risk assessment process for contract monitoring and planning. Provide guidance to staff regarding contract administration, policies, and procedures. Assist with the development of WQP contract and grant administration policies and procedure. Train junior staff and provides technical assistance to Water Quality Planning Project Managers on contract and grant procedure. EDUCATION EXPERIENCE Graduation from an accredited four-year college or university plus two years of full- time experience in contracting or purchasing. A copy of your official college transcript or evaluation of foreign credentials in CAPPS is required if needed to meet the qualifications listed as required above. OR Six years of full-time experience in contracting or purchasing. Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.
